Job Summary:

The Property Appraiser 3 on the CVP Team conducts the appraisals of considerable difficulty of centrally valued
properties (CVP)( e.g., electric generation, transmission, distribution, renewable energy properties, mines, railroads,
pipelines, telecommunications properties, airline flight property, among others), utilizing methods and techniques that
comply with Arizona Revised Statutes, standard appraisal methods/techniques, and guidelines and rules of the Arizona
Department of Revenue, to produce equitable valuations and uniform allocations of those values for property tax
purposes. May be called upon to review, discuss and defend values in informal taxpayer conferences, before both
judicial and administrative bodies and formally represent valuations on behalf of the Department and the State.

This position may be available for remote work within Arizona (# days per week in the office/hoteling)

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

Property Appraisals

  • Determines the full cash value for centrally valued properties
  • Performs annual appraisals of centrally valued property
  • Prepares, creates, and facilitates appraisal exhibits and presentations for workshops,
    roundtable discussions, and classes to county assessor personnel
  • Compiles and analyzes data taking into consideration all relevant factors according
    to appraisal industry standards, e.g., construction costs, location, income,
    replacement costs, capitalization rates, highest and best use, comparable sales data,
    economic trends, market conditions, Arizona Revised Statutes
  • Provides recommendations on issues and presents alternatives as appropriate to
    assignment
  • Works closely with other agency staff, county assessors’ offices, property owners,
    real estate industry representatives, and attorneys at the AG’s Office, in researching
    property values, property classification, component data, sales transaction
    information
  • Compiles/Writes appraisal narratives
  • Performs appraisals of county valued property types, as needed or requested by the
    District
  • Perform on-site inspections

Appraiser

  • Provides training to team members
  • Representing Valuations
  • Prepares reports and presents the Department's position in taxpayer's
  • Data Integrity/Custodian of Records
  • Notifies taxpayers of annexations periodically throughout the year and ensures up-
    to-date CVP/CCIS (Centralized County Information System) database land files and
    cost records.
  • Works within the CCIS database to ensure up-to-date tax area code

Reporting


  • Reviews and revises annual reports forms for assigned centrally valued properties
    (e.g., research taxpayer's inquiries, prepare management reports as needed,
    participate in appraisal of property which may include assigned valuation as needed
    by the District, etc.)
  • Prepares special reports, monitors litigation and works with attorneys and expert
    witnesses on lawsuits
Knowledge, Skills & Abilities (KSAs):

Knowledge/Understanding


  • Working knowledge of federal laws, the Arizona Constitution, Arizona Revised Statutes, Administrative rules and tax
    court cases pertaining to property tax
  • Working knowledge of principles of accounting. financial and economic theory, and standard appraisal methods of property valuation
