General Summary

  • The Certified Application Counselor (CAC) will facilitate consumer meetings in a group and one on one environment. The Certified Application Counselor will conduct outreach and education activities to consumers and business about the availability and affordability of available insurance programs. The Certified Application Counselor will provide services to all consumers, including but not limited to Phelps Health patients and area residents, particularly residents under-represented in the health insurance market. The Certified Application Counselor will be required to complete 20 hours of training to obtain the Consumer assistance certification and will be required to recertify on an annual basis.

Essential Duties and Responsibilities

  • Provides application assistance and facilitates enrollment of eligible patients and community members in health insurance programs.
  • Maintains knowledge and expertise in eligibility, enrollment, and program specification of the Federal Marketplace.
  • Conducts educational activities to inform patients and community members, businesses and organizations about insurance availability through the Federal Marketplace.
  • Encourages participation of consumers particularly in communities that are under-served and under-represented in the current health insurance market. Implements outreach strategies to promote the availability of health insurance by going out into service area and meeting with community leaders, businesses and schools to continue the implementation and completion of outreach strategies.
  • Ensures the protection and security of consumers’ personal, confidential and identifiable information in a professional and responsible manner, according to the standards and requirements of the Health Insurance Portability and Accountability Act. (HIPAA)
  • Provides information in a clear manner to the consumer and identifies where the there is a need to provide assistance services for a preferred language other than English.
  • Provides referrals for consumers with questions, complaints, or grievances to any applicable office of health insurance consumer assistance or health insurance provider, or any other appropriate state agency or agencies.
  • Assists with the procurement and dissemination of marketing and promotional materials for outreach, applications assistance, professional presentations required and education activities that are tailored to the service delivery area and target population.
  • Provides excellent internal and external customer service via telephone, email or face-to-face contact to assist patient’s community and Phelps Health Staff members with their eligibility and enrollment needs. Further health insurance literacy by answering questions or concerns regarding health coverage programs processes and requirements to include Medicare and Medicaid.

Education

  • Associates and/or Bachelor’s degree in either: Business, Social Work, Public Health, Public Administration or relative work experience in Healthcare and/or Medical Insurance industry required.


Work Experience

  • Prefer one year experience assisting with and speaking at public events. 4 years of working knowledge or directly related experience pertaining to health insurance, Missouri, Medicaid, and Social Security to offset the college requirement.


Certification/License

  • Will be required to complete federal training to obtain consumer assistance certification and will be required to recertify on an annual basis, if position continues past 1 year. Valid Missouri driver’s license required.

Mental/Physical Requirements

  • (May be met with appropriate accommodations if deemed necessary): Considerable mental concentration on various projects and assignments. Standing, stooping, bending, walking, sitting, and lifting up to 35 lbs. Unpredictable environment with wide variations in the types of customers and acuity levels, varying conditions regarding temperature control and potential exposure to hazardous materials. Potential exposure to infectious disease. Frequent auditory distractions.

  • Typical office conditions with frequent out-of-office work and occasional to frequent travel required.
