Overview
The Assistant Director- Sanitation (Business Management) assists and supports in the planning, direction, and provision of executive management services for the Sanitation department and its operational activities. The Assistant Director works with Director to oversee financial management, long-range financial planning efforts, annual operating and capital budgets, proprietary fund accounting, business performance reporting, and business process improvement programs. Directs landfill business operations, landfill customer service, and commercial hauler franchise management.
Essential Functions
1 Performs in-field observations of service delivery elements for the department; evaluates the effectiveness of business protocols against the goals and standards, identifies opportunities for improvement in business work flows, and analyzes management reports for logical continuity and accuracy.
2 Administers, coordinates, oversees, and directs the business-related communications activities within the department; promotes transparency and cohesion between all levels of staff to mitigate issues and address challenges, opportunities, and potential concerns.
3 Provides effective communication and facilitates staff meetings to ensure successful communication among business units; provides quality control and discusses or resolves challenges; identifies root causes of failures or problems and develops recommendations to address.
4 Participates in the development, implementation, and execution of the department budget, creates capital needs list and consistently reviews revenues and expenditures; facilitates budget review discussions and provides broad scale budget management.
5 Provides coaching opportunities to staff and administers and facilitates conflict resolution meetings to streamline the operation and appraise performance plans; Provides feedback to staff regarding options to their path forward.
6 Creates and drafts extensive reports on operational effectiveness to communicate activities with external stakeholders, other departments, City Council, and City Management.
7 Leads, manages, and directs all position management for the department.
8 Performs any and all other trades work as needed or assigned.
Knowledge and Skills
1 Knowledge of and ability to lead municipal business operations, including fund accounting, budgeting, procurement, contracting, accounts payable, accounts receivable, etc.
2 Knowledge and ability to implement governmental accounting standards and principles for Sanitation’s proprietary funds.
3 Ability to plan, direct, and oversee large-scale municipal waste management business activities, provide performance feedback, and facilitate related business operations.
4 Ability to develop policies and procedures to enhance service delivery.
5 Ability to manage multiple complex projects simultaneously.
6 Effective at communicating verbally and in writing.
7 Effective in establishing and maintaining strong working relationships.
Experience
Eight (8) years of progressive experience in financial management, business operations, budgeting, accounting, or public administration including responsibility for planning, organizing and coordinating activities of a major program; experience must include five (5) years of supervisory experience.

Bachelor's degree in finance, accounting, business, management, public administration, or related field.
