Project Manager

Overview

SMS is seeking a Project Manager who is a subject matter expert in RMF and eMASS.  This position is supporting the US Coast Guard and manager a highly skilled team.  The position is a hybrid work model, allowing for two days of telework per week, after the initial 30 day transition into the new position.  The first 30 days will require on-site work to collaborate with the team and customer.

Responsibilities

• Responsible for day-to-day operation as on-site Project Manager/Technical Lead for USCG A&A. 
• Review system status for all upcoming accreditations. 
• Quality check ATO packages for submission to SCA/AO
• Manage two teams of SCAs, staff of 12 and assist (hands-on) with team as needed.
• Train SCA reps on RMF, eMASS, to include brown bag training sessions on topics as needed.
• Timely complete Weekly Status reports.
• Submission of timely Monthly Status report and presentation to customer.
• Liaison between prime and customer.
• Attend meetings with customer for special projects.
• Oversight of SharePoint administrator, to maintain risk dashboards, metric dashboards.

Qualifications

Qualifications

• Subject matter expert in RMF, eMASS - requiring expert working knowledge of both eMASS and RMF.
• 10 years of progressive experience, including 3 years of experience as a SCA representative.
• Prior experience leading multiple teams of SCA reps. 
• Ability to multitask and ensures the team meets deliverables. 
• Technically understand at an expert level: network diagrams, STIGs, ACAS,
• Ability to research USCG /DOD/DHS requirements for deliverables.
• Knowledge of Cloud Computing.
• Excellent communications skills, including written, verbal and presentation skills.
• Strong ISSO experience with all steps of RMF/eMASS
• Strong working cyber security knowledge of lead complex IT environments.
• Ability to complete independently the following:  ATO ATO/C ATC, IATT, DECOMM, Risk Acceptance, POA&M validation, ISA, MOA, MOU.
• Ability to train staff on the following:  ATO ATO/C ATC, IATT, DECOMM, Risk Acceptance, POA&M validation, ISA, MOA, MOU.

Travel

• Ability to lead SCA team on Security Assessments locally in the DC Metro area, as well as on state side travel.
• Travel may be up to 10%

Education/Certifications

• Minimum of an Associate Degree
• IAT level 3 certification required
• CSSP-AU cert or CEH
• CISSP may be required in the near future - ability to obtain within a 6 month period preferred
• Project Management certification preferred

Clearance

• Active DOD Secret clearance (or higher) at the time of hire.
