SMART4TB Director of Operations & Compliance

We are seeking a SMART4TB Director of Operations & Compliance (DOC) to ensure the project functions efficiently and effectively in all human resource management, administration & planning, operational efficiency, finance operations & compliance, and contractual matters. They will ensure the project is consistently implemented in compliance with USG regulations, sponsor requirements, and JHU policies. The DOC will provide comprehensive operational and contractual compliance leadership, support the Project Management Unit (PMU) in providing overarching oversight and executive level management, and provide direction to ensure programmatic results are achieved and customer expectations are met
The DOC will report directly to the Project Director and will provide high-level collaborative customer service to leadership, and all team members that provide study support, stakeholder engagement, and country relations. The DOC will maintain a strong working relationship with the Department of Medicine-Infectious Disease grants and contracts team. Project Overview
The U.S. Agency for International Development (USAID) launched the Supporting, Mobilizing, and Accelerating Research for Tuberculosis Elimination (SMART4TB) project. SMART4TB is a five-year $200 million initiative, to identify more effective methods and tools for finding, treating, and preventing tuberculosis (TB) in 24 priority countries for TB programming. This initiative will build research capacity in high TB burden countries by supporting studies that evaluate novel approaches, interventions, and tools to combat TB including diagnostic tests, new treatment drugs and regimens, socioeconomic and health system challenges, methods to interrupt TB transmission, and TB vaccines readiness and delivery.
Led by Johns Hopkins University School of Medicine, the SMART4TB international consortium partners are the University of California, San Francisco, KNCV Tuberculosis Foundation, Elizabeth Glaser Pediatric AIDS Foundation, Treatment Action Group, Perinatal HIV Research Unit (South Africa), YR Gaitonde Medical, Educational and Research Foundation (India), Walimu (Uganda), Kyrgyz State Medical Academy, and Victory Network (Vietnam).
Specific Duties & Responsibilities
- Provide leadership for finance, operations, and human resources aspects of the project including all administrative processes, financial management, sub-contract management, accounting, and logistics.
Human Resource Management
- Provide leadership to maintain a functioning and consistent organizational structure for the SMART 4TB team and identify and allocate staff and resources to provide the necessary support to operations.
- Oversee project recruitment efforts, ensuring the right people are placed in the right positions to achieve project goals and oversee general human resource needs, including performance management.
- Develop hiring plans for all functions related to study support, stakeholder engagement, and country relations.
- Develop job descriptions as needed.
- Lead internal hiring process/liaison with JHU HR on the hiring process.
- Supervise administrative staff, including performance management and evaluation.
- Develop staff capacity and facilitate professional growth.
Administration & Planning
- Responsible for the development, implementation, and enforcement of SOPs related to programmatic activities, duties and responsibilities.
- Review/develop operational best practices and support oversight of project operations.
- Strategic Planning – assist in the process of setting long-term goals and direction.
- Project Management – planning related to day-to-day operations.
- Contribute to the development of high-quality work plans, quarterly and annual reports, financial reports; and other reports as required by JHU and USAID
- Liaise with USAID, subcontractors, and staff on all issues related to finance, contracts, compliance, and administration.
- Take the lead on all aspects of planning, preparation, logistics, and execution for assigned special events/functions, such as workshops, seminars, and conferences. Engage other departments/institutes as appropriate.
- Oversee project Monitoring & Evaluation.
Operational Efficiency-Process Documentation & Improvement
- Establish and document project-wide processes in compliance with USAID and JHU standards.
