About the role

Fathom is hiring a Vice President of Partnerships & Coalition-Building to lead one of the most strategic functions in our organization: developing, sequencing, and closing high-leverage partnerships that build the political and institutional muscle needed to advance our policy solutions.This is a senior role at the intersection of business development, political strategy, and coalition management. The VP will build and maintain trusted relationships across a diverse and powerful network—ranging from private industry and major tech companies to academia, civil society organizations, consumer advocacy groups, and key government stakeholders.
You will be responsible for understanding our strategic and policy goals and building the base of support required to move them forward. This includes identifying which partners matter most, sequencing their engagement, and getting them to yes. It also means spotting potential critics or detractors and proactively neutralizing opposition.


Key Responsibilities

Strategic Partnerships & Business Development

  • Identify, cultivate, and close high-impact partnerships that advance Fathom’s policy objectives and organizational growth
  • Design tailored partnership strategies for each stakeholder category—private sector, civil society, academia, and government
  • Build and manage a robust pipeline of potential allies and collaborators, aligned with Fathom’s strategic priorities
  • Represent Fathom in high-stakes meetings with C-suite leaders, government officials, academics, and advocacy leaders

Coalition-Building & Political Strategy

  • Lead the development of multi-stakeholder coalitions to support key policy campaigns and governance initiatives
  • Craft strategies that build momentum, align incentives, and consolidate political capital
  • Navigate complex power dynamics, identify risks and blockers, and design strategies to mitigate opposition
  • Work across the organization to ensure policy, communications, and external engagement are aligned and mutually reinforcing

Team Leadership & Execution

  • Build and lead a world-class partnerships and coalition team over time
  • Roll up your sleeves to personally drive outreach, negotiation, and relationship management in the early stages
  • Set vision and structure for a high-leverage external affairs operation as the organization scales


Qualifications

  • 10+ years of experience in strategic partnerships, business development, political strategy, or coalition management
  • Proven ability to close high-impact partnerships and navigate multi-stakeholder environments
  • Deep understanding of policy and governance—ideally in technology, AI, or adjacent domains
  • Excellent communication, relationship-building, and negotiation skills
  • Experience engaging across sectors: tech industry, academia, nonprofits, and government
  • Strategic mindset with a bias for action and execution
  • Track record of building from scratch in high-growth or startup environments
  • Commitment to public-interest outcomes and alignment with Fathom’s mission
