Job Description:

General Dynamics Information Technology is seeking a skilled Technical Delivery Manager to lead complex IT modernization efforts for the Food and Drug Administration (FDA). This role will focus on driving technical excellence and ensuring smooth delivery of critical IT projects. This leadership position is responsible for managing the lifecycle of complex IT projects from inception to completion, ensuring they are delivered on time, within budget, and to the specified quality standards.

** Please note: Must be able to commute in the local MD and VA area, including Silver Spring, MD, Gaithersburg, MD and Falls Church, VA as needed.  Must be able to work 2-3 days at the client site in Silver Spring, MD office, if needed.

HOW A TECHNICAL DELIVERY MANAGER WILL MAKE AN IMPACT:

  • Lead cross-functional teams to deliver high-quality technical solutions on time and within budget.

  • Oversee the technical aspects of IT modernization projects from inception to completion, ensuring adherence to timelines, budgets, and quality standards.

  • Collaborate with architects, developers, and infrastructure teams to design and implement robust, scalable IT solutions.

  • Cultivate and maintain strong relationships with clients and key stakeholders, ensuring their needs are met, expectations are managed, and communication remains clear and consistent throughout the entire project lifecycle.

  • Manage the technical backlog, prioritizing features and resolving dependencies across multiple development teams.

  • Implement and maintain CI/CD pipelines to streamline software delivery and deployment processes.

  • Conduct technical risk assessments and develop mitigation strategies for complex IT projects.

  • Provide technical leadership in Agile ceremonies, including Program Increment (PI) planning sessions, refinement, and retrospectives.

  • Develop and maintain technical documentation, including architecture diagrams, API specifications, and system integration plans.

  • Serve as a technical liaison between development teams, stakeholders, and external vendors.

  • Drive the adoption of best practices in software development, testing, and deployment across the organization.

WHAT YOU'LL NEED TO SUCCEED:

  • Bachelor's degree in business, Computer Science, Information Technology, or a related field (or equivalent experience).

  • Minimum of 10 years of industry experience.

  • Enterprise-level experience with large and complex IT modernization efforts, specifically including the successful delivery of IT software solutions.

  • Strong leadership and team management skills.

  • Ability to commute to locations in Maryland and Virginia, including Silver Spring, MD and Falls Church, VA as needed. Must be able to work two days at the client's Silver Spring office, if required.

  • Minimum of 5 years of customer-facing delivery experience.

  • Minimum of 3 years of experience leading Agile delivery teams, including tracking value delivered, burn-down charts, cycle time, and other relevant metrics.

  • Demonstrated ability to influence and drive organizational change.

DESIRED SKILLS AND ABILITIES:

  • Prior experience with the Department of Health and Human Services (HHS).

  • Experience implementing Commercial Off-The-Shelf (COTS) platforms such as Appian or Pega for federal agencies.

  • Experience in human-centered design, including journey mapping and customer research on user personas.

  • Ability to foster a positive and collaborative team culture, aligning closely with both FDA and GDIT leadership.

  • Excellent written communication and presentation skills.

  • Capacity to manage multiple projects simultaneously under strict deadlines driven by mandates.

  • Ability to articulate business process-driven requirements into streamlined technical requirements.
