About the role
ESSENTIAL JOB FUNCTIONS
- Provide IJO Project oversight in accordance with Aleut’s IJO process
- Attend Pre-Construction meeting with pre-construction participants including Project Shop, Planner/Estimator, Subcontractors (as applicable), Safety and DPW Quality Assurance as required
- Update IJO Project information including data notes and progress status as required
- Periodically review Project work and monitor progress
- Participate in weekly IJO reviews as requested with Aleut Project Management, Work Management Branch, Safety, and DPW QA
- Conduct walk-through following project completion with IJO Shop Lead as required
- Schedule final project walk-thru with DPW QA and Facility Officer as required; submit appropriate documentation to work control
- Conduct weekly inspections of Satellite Accumulation Areas (SAAs) to ensure compliance of federal, state, and local regulations and contract requirements
- Conduct inspection of hazardous material storage containers to ensure proper working condition, site organization and proper identification/labeling of materials on site
- Oversee collection of hazardous materials and universal waste from designated SAAs and on service order basis for other areas
- Prepare documentation for turn-in of materials to the Base Hazardous Waste coordinator
- Inspect contractor-occupied spaces ensuring environmental and hazardous materials compliance
- Inspect Right-to-Know stations and hazardous material inventories to ensure SDS library for each location is current and accurate; provide updates as required
- Consolidate, submit, and maintain Contract Data Requirement List (CDRL) for reporting of hazardous material collection and turn-in as required; prepare and submit the annual 100% hazardous material inventory report to the EQHS manager in accordance with contract requirements
- Identify requirements and make recommendations concerning best management practices related to hazardous waste management
- Assist with the consolidation and review Visible Emission Observation Log for boilers and generators in support of Title V Permit Requirements; furnish copies to DPW as required
- Provide support to DPW Air Compliance related to Title V
- Process petroleum pump requests for Aleut and DPW-ENRD; facilitate pump requests and gain necessary approval with DPW Petroleum Manager as required
- Monitor and record inspections of used oil sites
- Coordinate necessary stormwater maintenance related service orders
- Provide contract interface and support for all stormwater/industrial pump requests and stormwater concerns as needed
- Monitor street sweeping activities and other activities that involve storm drains and stormwater
- Assist with consolidation and submittal of stormwater contract data requirements for reporting
- Provide contract interface for UST/AST related service orders in accordance with environmental-related regulations and best management practices
- Provide support to DPW-ENRD Petroleum Manager with UST/AST concerns as necessary
- Facilitate and coordinate UST/AST inspections as required with DPW-ENRD Petroleum Manager
- Review, update, and maintain UST/AST inventories; reconcile as necessary in coordination with DPW-ENRD Petroleum Manager
- Provide contract interface for Special Natural Areas and Trail Maintenance-related service orders
- Provide support to DPW-ENRD Natural Resource Specialist with trail and natural area concerns
- Monitor and inspect trail maintenance operations as a coordinated effort between DPW-ENRD, Aleut Grounds, and Paragon in accordance with the contract and technical exhibits
- Verify CFC certifications of technicians/mechanics involved in CFC recovery operations (at contract onset then quarterly to follow)
- Create and maintain CFC tracking log for all required equipment to ensure CFC compliance
- Monitor CFC tracking log to ensure repairs to equipment are made prior to maximum allowable refrigerant loss is reached
- Ensure CFC tracking forms are completed by the HVAC technicians and turned in for tracking purposes
- Notify specific shops of equipment that is close to reaching maximum refrigerant loss for repair or replacement
- Track inventory of refrigerant that is ordered and used
- Oversee reclamation program to ensure CFCs and refrigerants are properly turned in and disposed of (recycled)
- Coordinate, verify and document all refrigerant recovery equipment and vacuum pumps for EPA certification (Prepare and submit EPA form 7610-31)
- Provide oversight and coordination of petroleum impacted soil remediation of small spill sites at request of Aleut EQHS Manager and in accordance with the base Installation Spill Contingency Plan (ISCP)
