About the role

Description

DSFederal, Inc. is seeking an experienced Program Manager (PM) to support a federal health agency’s IT services program. The PM ensures performance against contract and project requirements; serves as a single point of accountability and responsibility to the government; coordinates and ensures completion of deliverables, and other contractual requirements; performs risk management; manages project budget; provides technical leadership and design guidance; helps with architectural decisions; manages schedules and prepares status reports. The Program Manager will lead a diverse team of IT project managers, network engineers, system engineers, system administrators, help desk technical staff, desktop support staff and audio/visual technicians to successfully provide IT support services to the customer’s organization.  This is a contingent position. 


Responsibilities

  

1. Program and Project Management Oversight:

  • Oversee day-to-day program and project management activities, ensuring technical and functional activities align with the stakeholder's requirements.
  • Provide organizational resources and management controls to meet quality, cost, performance, and schedule requirements throughout task order execution.
  • Manage centralized administrative, training, technical writing, and other related overhead functions.

2. Strategic Planning and Execution:

  • Develop and maintain standard operating procedures (SOPs), newsletter articles, IT support documentation, and training materials in collaboration with Federal IT Managers.
  • Participate in IT committees and working groups as requested.
  • Ensure compliance with all applicable regulations and effective use of IT throughout the Institute.

3. Communication and Reporting:

  • Serve as the primary point of contact for program performance and program-related matters
  • Engage and maintain open lines of communication with key federal personnel, managing interfaces between contractor personnel and federal stakeholders to provide progress updates, risk assessments, and other relevant updates.
  • Develop and submit the monthly and weekly operational and status reports required by the customer.

4. Quality and Compliance Management:

  • Ensure project planning and management activities include security, risk, and 508 compliance plans.
  • Ensure projects comply with Enterprise Performance LifeCycle (EPLC).

5. Staff Management:

  • Oversee staffing and deliverables, ensuring certification requirements for personnel staff are met.
  • Manage technical team leads and experienced IT engineering resources, exercising significant latitude and independence.

6. Decision Making and Problem Resolution:

  • Make operational decisions and provide scheduling requirements that have an extended impact on work processes and outcomes.
  • Develop resolutions to project issues to meet productivity, quality, and customer-satisfaction goals and objectives.

7. Customer and Stakeholder Engagement:

  •  Meet with stakeholders to gather and refine requirements to meet business needs and define project scope.
  • Provide solutions and problem resolution to customers with technical recommendations, customer outreach, and training for service offerings.

8. Continuous Improvement:

  • Reassess and adjust IT project management methodologies as appropriate, blending traditional EPLC requirements with ITIL and Agile techniques.

9. Transition Planning:

  • Execute transition plans for assuming responsibility from the incumbent Contractor and for transitioning to a subsequent Contractor.

10. Surge and Special Contract Requirements:

  • Provide expertise and support for surge requirements and special contract needs as identified by stakeholders.

11. Subject Matter Expertise:

  • Provide senior subject matter expertise as required for supporting specialized IT needs, particularly for scientific users.

12.  Financial Management and Business Development:

  • Responsible for attaining the contract’s financial goals.
  • Responsible for identifying opportunities for on-contract growth.
  • Support for DSFederal’s business development efforts.
Requirements


Experience Required

  • 10 years of experience with at least 7 years as a Project and Program Manager.
  • Experience managing $20M+ contracts 

Technical/Skills Required

  • Strong leadership and large-team management skills.
  • Solid technical background in managing the delivery of IT services and help desk support.
