Position: Rapid Rehousing Program Manager
Supervisor: Senior Manager of Housing Access and Rapid Rehousing
Location: Macadam Office (5520 S Macadam Ave Portland, OR)
Hours: Monday - Friday; some weekend and evening work required
Salary: $71,020-$76,320 DOE
Eligible for Language Differential
Classification: Exempt, Unrepresented, Full-Time, Benefits-Eligible
GENERAL RESPONSIBILITIES
Oversee the operations of the Rapid Rehousing Case Management team. Supervise assigned case managers and ensure quality service delivery. Manage program expenditures and contractual compliance. Ensure services promote housing placement and long-term housing stability while fostering participant engagement and community integration.
SPECIFIC RESPONSIBILITIES
Oversee the operations of the Rapid Rehousing Program, ensuring quality, compliance, and effective program delivery.
Develop and implement program initiatives, operational capacity, policies, and procedures to meet the needs of Transition Projects participants and fulfill contractual obligations.
Supervise assigned program staff, including all personnel functions such as hiring, onboarding, training, performance management, coaching, disciplinary actions, and terminations.
Ensure program operations promote participant self-determination, dignity, stability, and respect while supporting positive housing outcomes.
Oversee the upkeep, maintenance, and safety of the program work environment.
Collaborate with program managers and cross-functional teams to ensure participant needs are met.
In collaboration with the Quality Assurance team and the Senior Manager of Housing Access and Rapid Rehousing, ensure all required reporting is completed accurately and on time. Prepare statistical and narrative reports on participant demographics, services provided, and program outcomes as needed.
Assist the Senior Manager of Housing Access and Rapid Rehousing with budget development, monitoring, and expenditure oversight as requested.
Participate in all-staff meetings, management meetings, retreats, and other agency meetings as requested.
Other duties as assigned.
PERFORMANCE REQUIREMENTS
Each Transition Projects employee must:
Acquire First Aid/CPR/AED certification within 30 days of hire and be retested biannually thereafter throughout employment.
Complete Bloodborne Pathogens and Narcan Training within 30 days of hire and be retested annually thereafter throughout employment.
Demonstrate reliability by being present at work as scheduled, arriving and leaving on time and taking breaks in expected time frames.
Interact effectively with persons of diverse ethnic backgrounds, religious views, cultural backgrounds, and sexual orientations and treat each individual with respect and dignity.
Attend agency and program staff meetings.
PHYSICAL/MENTAL REQUIREMENTS

Hearing adequate for telephone work. Vision adequate for close work.
Hand and finger dexterity adequate to operate standard office equipment.
Ability to walk, bend, stand, sit, reach, stoop, pull, squat, and climb stairs and ladders.
Sitting at a desk completing paperwork and working on a computer for lengthy periods.
Mobility to allow responsive traveling to participant residences located around the metro area.
Ability to perform CPR and other emergency life-saving care with the assistance of teammates until emergency responders arrive.
Ability to lift up to 50 pounds.
WORKING CONDITIONS / SAFETY CONSIDERATIONS
Work environments may include exposure to animals/pets across various program sites.
This position may have exposure to bloodborne pathogens or other infectious materials during the course of duties. Bloodborne pathogens training, safety protocols, and appropriate protective equipment are provided. The Hepatitis B vaccination is offered at no cost.
