Job Opening:
The Executive Office of Veterans Services is seeking a their next Director of Budget and Accounting to join their team!
As a key contributor to EOVS’s mission, the Director of Budget and Accounting oversees essential financial and operational functions, ensuring the effective management and allocation of resources in support of these programs and initiatives.
Budget: The Director is responsible for directing the development, preparation, and implementation of the agency budget. The Director also manages and reports on the budget revenues and expenditures. The Director is responsible for updating processes to take advantage of the newest technologies and fiscal management best practices. The Director ensures expenditure comply with the relevant requirements and guidelines of the Office of the State Comptroller, Administration and Finance, House and Senate Ways and Means committees, federal awards, and other regulations and laws that apply.
Accounting: The Director is responsible for driving all activities related to accounting processes & procedures, standard reporting processes, and audit support. The Director will ensure timely and accurate daily receivables, payables, and payroll workflows. The director will provide guidance to manage the accounts payable processes ensuring disbursement of monthly invoices and that payments follow Comptroller policy on Intergovernmental Business
Duties & Responsibilities:
Responsible for the Executive Office of Veterans Services (EOVS) state, federal, trust accounts, and inter-agency service agreements (ISAs), ensuring fiscal responsibility and effective financial control.
Prepare annual Administration and Finance (ANF) spending plans for review with executive leadership. Enter approved plans into the Massachusetts Budgeting system and respond to information requests from ANF, House, and Ways and Means committees.
Coordinate and prepare materials for House and Senate budget hearings, influencing decisions through effective communication and persuasion.
Analyze and summarize budget proposals and legislative actions, including H1, House Ways and Means (HWM), House Final, Senate Ways and Means (SWM), Senate Final, conference priorities, veto recommendations, and supplemental budget requests.
Respond to budgetary inquiries from ANF, House Ways and Means, and other stakeholders, fostering professional relationships and networks of contacts.
Assist in approving agency financial obligations such as provider contracts, staffing decisions, and travel authorizations, exercising independent judgment in line with agency policies.
Work cooperatively with internal stakeholders on budget monitoring and development, integrating multiple perspectives and adjusting to changing situations.
Assist the Veterans Homes in Chelsea and Holyoke with budgeting and financial management as needed, coordinating with respective CFOs and fiscal staff.
