Deputy to the Chief Technology Officer, SERC

Job Description

This position offers a highly-qualified individual the opportunity to perform a critical role within the Systems Engineering Research Center (SERC) at Stevens Institute of Technology. The Deputy will work closely with the Chief Technology Officer (CTO) in the development, coordination, and management of projects and initiatives that support SERC’s overall strategy for systems engineering innovation. The role assists in driving cross-functional research initiatives across SERC/AIRC, interfacing with executive sponsors, executing overall research strategy, and supporting SERC’s mission as a high-impact, leading systems engineering research center.

Key responsibilities will include but not be limited to:

• Developing new and supporting existing, externally funded research activities within SERC/AIRC.

• Developing and cultivating relationships with various constituencies including sponsors and professional societies, as well as research and educational organizations that will result in further advancing SERC/AIRC.

• Interfacing frequently with senior government representatives to understand and assess their needs and problems, identify and access data, develop new research opportunities, share preliminary results, prepare status reports, develop technical briefings and reports, and summarize findings.

• Interfacing frequently with senior representatives from industry, academia, and professional organizations to understand and assess their needs and problems, understand and assess their research priorities, identify and access data, and share research results.

• Working with SERC/AIRC leadership, sponsors, and the Research Council to develop and update research strategies and priorities.

• Representing and supporting SERC/AIRC operations and events in a leadership capacity.

• Spearheading specific research projects, studies, and evaluations as determined by SERC’s overall strategic priorities, including serving as Principal Investigator on selected projects.

• May be responsible for managing/supervising staff, research budgets, portfolios, and initiatives.

Qualifications & Requirements

• Masters or PhD in relevant discipline(s) with a distinguished record of achievements throughout their career. A minimum of 12 years working in a related field is required, with least 8 years in progressively responsible leadership roles that included oversight of several complex and diverse programs and portfolios.

• Experience in assessing trends, developing strategy and driving innovation is required.

• Demonstrated program development and execution experience, including working with sponsors to align technical concepts with mission needs, and leading technical teams is required. Experience in technology transition to the DoD through various means (program of record, commercial licensing, open source, etc.) is desired.

• Research experience, including collaborations with university partners, and project leadership experience required.

• This position integrates knowledge across a broad set of disciplines, to include: Systems engineering; Program management; Digital engineering, data analysis, and visualization; Modeling and simulation; Enterprise systems and organizational change management; Sociotechnical systems; Systems science and complexity; Defense acquisition processes and innovation initiatives; Policy; Military doctrine; National security and threats; Cybersecurity; Artificial intelligence; Sustainment & supply chain management; and Test & evaluation. Experience working cross-disciplinary programs across several of these areas is desired as is the ability to apply this knowledge strategically to identify cross-domain opportunities and challenges.
