Overview
DecisionPoint is seeking a BUSINESS ANALYST (Duty Officer) to join our team in Atlanta providing on-demand operational, technical, and scientific subject matter expertise support that addresses response-related requirements enabling CDC to rapidly expand its capacity to respond to public health emergencies.
This position is critical to the effective operation of the Emergency Operations Center. Staff are expected to demonstrate strong communication, problem-solving, and technical skills while maintaining adaptability, attention to detail, and professionalism. Responsibilities span daily operational tasks, call management, reporting, training support, and response coordination, ensuring the EOC remains mission-ready 24/7/365. Flexibility in scheduling and duty location across CDC’s metro Atlanta facilities is required to meet evolving operational needs. Through these combined competencies and responsibilities, staff play a vital role in supporting public health response and ensuring organizational readiness.
100% on-site in Atlanta, GA unless otherwise approved by the Technical Monitor and COR.

Operational Support
- Complete the comprehensive Duty Officer training program.
- Conduct Operations Coordinator duties as directed by a Team Lead.
- Maintain protocols, contact rosters, and standard operating procedures (SOPs).
- Support and participate in drills, training sessions, and exercise activities.
- Provide assistance during national or localized emergency situations, with the ability to work extended hours as required.
- Assist with EOC operational needs, daily rhythm, and other duties to support operational tasks.
- Provide call-taking coverage as directed by OPS Branch Leadership.
- Monitor and evaluate staff compliance with established procedures.
- Support steady-state and response operations through protocol upkeep, roster management, SOP updates, quality reviews, and training activities.
- Support Continuity of Operations Plan (COOP) activities.
- Develop and facilitate supplemental training resources for the OPS Branch.
- Participate in meetings, conference calls, and briefings as required.
- Complete all required reports and documentation.
- Report to any CDC metro Atlanta site, as requested.
Call Management and Communications
- Track and log all incoming calls, faxes, and emails to the EOC REPORT mailbox using established logs and the EOC call log system (ECLA).
- Answer telephone calls within two rings and triage communications from the public health community, the public, CDC staff, and government agencies both domestically and internationally.
- Ensure that all call entries are complete, accurate, and meet quality standards, including the 5 Ws (who, what, when, why, where) to document actions, consultations, and dispositions.
- Log any follow-up emails containing updates related to incidents or events into the ECLA system.
- Document the closeout and final resolution of calls in the call database system.
- Collect, analyze, and maintain quality control of call data.
- Generate call reports daily (24-hour), monthly, annually, or as requested by Branch Leadership.
- Provide weekly summaries of call volume and categories.
- Facilitate training of staff to promote consistent understanding and adherence to call triage procedures.
Data and Quality Management
- Enter taskings into ERS and generate required documentation to support daily operations.
- Collect operational data, ensuring quality control and accurate recordkeeping.
- Support contractor operations with overhead duties related to daily EOC activities.
Reporting and Information Sharing
- Monitor designated email boxes and ensure timely responses or escalations.
- Assist in drafting Spot Reports, Situation Reports, and other operational reports for distribution.
- Support development and distribution of MS Outlook calendar invitations, conference bridge details, and other meeting management tools.
- Generate weather slides and other daily operational products as needed.
- Test communications systems daily to ensure readiness.
Continuity and Response Support
- Provide dedicated support to Continuity of Operations Plan (COOP) activities.
