FWI is seeking seeking an accomplished Program Manager to lead prime contract engagements supporting Navy Training Systems. This executive-level position requires a seasoned professional with deep expertise in defense acquisition, program management, and Navy training systems. As Senior Program Manager, you will serve as the primary interface between our organization and Government clients, ensuring exceptional delivery of Navy training system solutions. This role demands proven leadership in complex defense programs, sophisticated stakeholder management skills, and comprehensive knowledge of Navy training requirements and acquisition processes.

**Position is contingent upon contract award**
Work Schedule and Location:
On-Site: This full-time on-site position will work Monday through Friday, 8am to 5pm in Washington, DC/Virginia/Maryland.
Responsibilities
- Lead all aspects of prime contract performance, ensuring full compliance with Government requirements and contract deliverables
- Establish and manage program organizational structure, work assignments, and staffing plans to optimize team performance
- Serve as primary Government interface, maintaining relationships with senior officials and managing all client communications
- Develop and implement program-level quality control processes to ensure consistent delivery excellence
- Manage multi-million-dollar program budgets with full P&L responsibility, including financial reporting and cost control
- Build and lead high-performing technical teams through recruitment, training, and professional development initiatives
- Drive strategic program planning that aligns technical solutions with Navy training objectives and acquisition milestones
- Identify and mitigate program risks while ensuring compliance with all regulations and contract requirements
- Oversee technical training programs to maintain team expertise in Navy training systems and emerging technologies
Qualifications
Required:
- Master's degree or higher in Business, Engineering, Computer Science, or related technical fieldOR 30+ years of relevant experience (15 years in lieu of degree + 15 years required experience)
- Current Project Management Professional (PMP) certification OR DAWIA Advanced Level certification in Program Management
- Demonstrated experience with Navy Training Systems, including:
- Understanding of Navy training requirements and processes
- Knowledge of training system development and deployment
- Familiarity with Navy acquisition procedures
- Experience managing technical teams in training system delivery
- Active Secret security clearance
- Flexibility to travel to Government sites.
Desired:
- 20+ years in defense program management with significant Navy programs
- Direct experience with Surface Training Acquisition for the Department of Navy, including:
- Surface warfare training system requirements
- NAVSEA or NAVAIR training system programs
- Navy training transformation initiatives
- Integrated training environment development
- Previous experience as Prime Program Manager on contracts exceeding $50M
- Additional Skills:
- Experience with Agile/DevSecOps in Government environments
- Knowledge of cloud-based training delivery systems
- Familiarity with simulation and virtual training technologies
