About the role

Job Description

Under general supervision of the Director of Employment, with a high level of independence of judgment, action and decision-making as to difficult and important matters within the assigned area of responsibility, the Deputy Director manages challenging and responsible professional work in the supervision, planning, implementation, coordination, monitoring and/or evaluation of the talent acquisition program with a focus on civil service administration and related areas. The Deputy Director specializes in managing staff and working with the client departments to achieve talent fulfillment by providing an opportunity for placing the best qualified candidates into vacant positions in the least amount of time. This position will supervise and train less experienced staff.

Responsibilities include:

1. Manages the administrative process of filling a very high volume of vacancies per year through the use of civil service lists, administration of posting and transfer program and discretionary recruitment strategies.
2. Proactively work with client departments to understand their business needs and talent acquisition requirements. Provide subject matter expertise, advice and solutioning. Work with Director of Employment and Vice President of Resource Fulfillment to develop and implement creative and effective sourcing strategies to ensure vacancies are filled timely.
3. Oversees and implements position classification, candidate qualification review and employment verification processes.
4. Ensuring compliance with civil service rules and regulations; all applicable employment laws and contractual obligations.
5. Producing and analyzing performance metrics and workload statistics and developing procedures to increase operational efficiency and effectiveness.
6. Training personnel on operating and documenting procedures.
7. Oversee and review processes and maintain employee interagency transfer records (DP72).
8. Generate various HR reports regarding established exam lists.
9. Act as liaison to external agencies hiring managers and other business partners for agency release requests.
10. Monitor, collect and analyze data related to personnel management and staffing and make decisions and recommendations as required
11. Plan and manage Employment staff to approve and create action plans on fulfillment of hiring needs.
12. Represent Human Resources in various Executive meetings and serve in the stead for the Director of Employment as necessary.
13. Approve and process new appointments, title changes, promotions, demotions, and transfers.
14. Review and update and maintain records in Workday, ensuring data accuracy.
15. Review, approve and process and update NYCAPS personnel actions.
16. Plan, manage, monitor and oversee schedule civil service pools and non-permanent hiring. Monitor and oversee the calling of civil service certified lists as needed, the hosting hiring pools, and proper disposition of lists.
17. Ensure compliance with civil service law and the Personnel Rules and Regulations of the City of New York regarding talent acquisition and onboarding.
18. Oversee, consult and ensure functionality of systems utilized; assist with testing programs as required.
19. Develop, approve and s and implement recruitment programs.
20. Monitor scheduling of onboarding interviews and coordinate pre-employment screenings.
21. Ensure timely responses on all Civil Service-related processes.
22. Troubleshoot and resolve issues timely.
23. Maximize satisfaction of new hires with onboarding experience.

NOTE: IF THIS APPOINTMENT IS MADE ON A PROVISIONAL BASIS PURSUANT TO 65 OF THE NYS CIVIL SERVICE LAW, NO TENURE OR PERMANENCE ACCRUES TO AN INCUMBENT IN THIS POSITION BY VIRTUE OF SUCH APPOINTMENT.

NOTE: Preferred candidates will be those already serving permanently in the civil service title of Administrative Staff Analyst, or those whose list number is reachable on the open competitive list 9058.
