Nemours is seeking a Director, Florida Federal Affairs.
The Director, Florida Federal Affairs, is a highly visible position focused on lobbying to support financial sustainability for the Nemours Florida operation. The position resides within the Nemours National Office of Policy and Prevention’s Federal Affairs team, reports to the AVP, Federal Affairs, and works in close collaboration with the Florida-based External Affairs team. The Director will provide leadership to the Federal Affairs team’s Florida strategy and work closely with executive and operational teams to advance policy and appropriations priorities. The Director must have deep ties to Florida’s federal legislators and staff. The position will entail frequent travel between Nemours North and Central Florida divisions and Washington, DC, including having a strong Capitol Hill lobbying presence.
The position is part of a very collaborative, fast-paced team and must be comfortable working closely and cooperatively with team members to achieve common goals and advance new projects, often on an urgent basis. Specific responsibilities include: leading Capitol Hill lobby days, Florida-based congressional site visits, and other advocacy-related events; analyzing and providing recommendations for Nemours leadership on legislative proposals; developing advocacy collateral; and supporting the National Office’s regulatory portfolio. The Director will develop strategic alliances with Federal Affairs leads for community and regional stakeholders. Content areas will include but not be limited to Medicaid, State Directed Payment Programs, provider taxes, 340B and other issues related to children’s hospital financing and the Federal Affairs agenda. The position requires a strong leadership presence, excellent interpersonal skills, flexibility and the ability to meet tight deadlines, multi-task, think strategically, synthesize information into persuasive policy arguments, and work with multiple internal and external partners.
Essential Functions:
- Oversee Florida Federal Affairs – Possess deep knowledge of the federal government and close relationships with Florida federal legislators. Develop and implement legislative and appropriations priorities to advance Florida’s financing strategy and support the broader priorities of the Federal Affairs team. Develop legislative and communications content to advance Nemours’ federal policy priorities.
- Advance Regulatory Affairs & Executive Branch Engagement – Proactively identify and respond to relevant regulatory and Executive branch proposals to advance Nemours priorities.
- Lead – Manage Florida Federal Affairs consultants and regularly interact with Nemours Florida leadership. Lead in-district events, site visits and forums with Florida federal legislators and federal executive branch leaders.
- Partner – Leverage subject matter knowledge to advance Nemours' goals, working collaboratively with partners across Nemours, especially the Finance Department, State External Affairs, Business Development, and other internal partners throughout the Enterprise to advance the Federal Affairs strategy.
- Represent Nemours – Represent Nemours in high-profile public engagements, local events organized by Florida federal legislators and other key stakeholders. Lead the Federal Affairs team’s strategic partnerships and coalition-building strategies with other organizations for assigned portfolio areas, with a focus on messaging for Florida legislators and key executive branch officials and agencies.
- Additional miscellaneous duties and responsibilities – This may include administrative and logistical support, as needed, to support the Federal Affairs team. Lead the Lobbying Disclosure Act compliance process for Florida Federal Affairs. May support grant applications.
Job Requirements:
Master’s degree in public policy, political science, health care administration, public administration, child health or related field required
10 plus years of relevant professional experience required, including directly interacting with senior executives, Florida legislators and lobbyists.
