Overview

LMI is seeking a skilled Senior Civil Military Programs Advisor at our headquarters office in Tysons, VA and at the Pentagon Reservation client site.  Successful LMI Senior Civil Military Programs Advisor will demonstrate competency in project tasks execution, leadership, critical thinking, relationship management, and business growth while upholding the highest standard of ethical behavior.

This position requires an active security clearance at the DoD Top Secret/SCI level. You must be a US citizen.

Responsibilities

  • Advise Civil Military Programs (CMP) Director on all relevant matters related to the Administration’s strategy, as needed
  • Interpret and apprise CMP Director on all relevant provisions of the National Defense Authorization Act (NDAA). Monitor and craft draft technical amendments to congressional provisions to the NDAA which impact the CMP portfolio, as requested
  • Provide technical advice and recommendations to Innovative Readiness Training (IRT) Director on all matters related to program audit readiness, governance, fiscal guidance, and operational effectiveness

  • Facilitate annual Staff Assisted Visit (SAVs) at each of the Joint IRT Program Manager’s headquarters. Craft associated memoranda for each including DASD(RI) address to Manpower and Reserve Affairs (M&RAs) and IRT Director address to Department Responsible Officials (DROs)

  • Draft DASD-RI talking points document and IRT Director’s speech for annual IRT Joint Workshop for Operational Mission Planners.

  • Facilitate annual IRT Executive Board (XB) meeting agenda, invitations, and logistics per DoDI 1100.24

  • Monitor Title 10 USC 2012 for relevant impacts to Civil Military Programs. Serve as subject matter expert and lead coordination efforts across the Joint Services, Office of General Council, and other relevant interested parties to author required related updates to DoDI 1100.24

  • Perform research on Department of Defense (DoD) senior leadership’s stance regarding outreach initiatives and science, technology, engineering and mathematics (STEM) education, as needed

  • Prepare and maintain IRT Director’s briefing binder for DASD-RI bi-weekly staff meeting

  • Craft bi-annual updates to IRT strategy document aligned to the National Defense Strategy (NDS) and Deputy Assistant Secretary of Defense for Reserve Integration (DASD-RI) goals and outcomes

  • Draft IRT Director’s section of IRT bi-Weekly Status Report (WSR) inputs

  • Develop and proctor annual Department Responsible Official (DRO) and Service Responsible Official (SRO) onboarding curricula. Update annually, as needed

  • Prepare congressional briefings related to Civil Miliary Programs, as needed
  • Perform legislative and policy research and provide technical recommendations on Civil Military Programs

  • Develop and proctor annual IRT Director onboarding curriculum and briefing. Update annually, as needed
  • Draft responses for Freedom of Information Act (FOIA), Department of Defense Inspector General (DoDIG), and Government Accountability Office (GAO), and other Requests for Information (RFIs) from entities outside of the DoD regarding CMP

  • Developing and implementing strategies and plans; developing project deliverables, conducting analysis, and responding to client requests
  • Supporting research projects, capability development efforts, and innovation efforts
  • Supporting proposal and business development efforts as needed
  • Building client relationships
  • Building LMI relationships

Qualifications

MINIMUM REQUIREMENTS:

  • Master’s Degree in Public Administration, Public Policy, or Business Administration
  • Have the rank of Lieutenant Colonel/Navy Commander or Above (retired, or serving in a Reserve or National Guard Component) or civilian equivalent
  • Experience in Civil Military operations or Military Civil Affairs 
  • 12+ years combined service in the Department of Defense and Service Departments
  • In-depth understanding of the federal legislative process a
