Job Summary
Responsible for successfully carrying out advanced program and financial management activities that involvedesigning and managing highly complex multi-million dollar financial structures for acquisition of land/facilities, arearedevelopment and new development capital construction projects that includes performing financial audits andmonitoring while preparing and making recommendations to fulfill the terms and adherence to federal, state and localregulations in accordance with Governmental Accounting Standards Board (GASB) regulations, Generally AcceptedAccounting Principles (GAAP) and contributing to the City’s Comprehensive Annual Financial Report (CAFR).
Job Description
Overview
The Financial Analyst facilitates and performs advanced program and financial management activities for acquisition of land or facilities, area redevelopment, and new development capital construction projects. Performs financial audits and monitoring while preparing and making recommendations to fulfill the terms and adherence to federal, state and local regulations in accordance with Governmental Accounting Standards Board (GASB) regulations, Generally Accepted Accounting Principles (GAAP) and contributing to the City’s Comprehensive Annual Financial Report (CAFR).
Essential Functions
1 Researches, queries, analyzes, calculates, compiles, and manages highly complex financial data; prepares reports for business decisions that support the assessment of and determines the best use of financial resources; determines interest rates and investments, prepares complex and long-term amortization, develops repayment and reimbursement schedules, pro-formats, and manages cash and debt.
2 Tracks, monitors, and projects milestones and expenditures; allocates funds, oversees assets, and prepares justifications; drafts reports to departmental management and the City Controller’s Office.
3 Monitors and evaluates Dallas County assessment of tax increments and prepares annual billings to participating entities.
4 Reviews complex, detailed, and voluminous construction and project records submitted by developers and contractors; determines if invoices are properly supported and authorized in determining payment in accordance with contract terms, City Council authorization, available increment and funding in accordance with Federal Prompt Pay Act.
5 Acts as a liaison to external agencies and organizations to provide assistance in handling inquiries, complaints, or problem areas.
6 Reviews, analyzes formulates, and recommends enhancements to financial programs and systems.
7 Performs departmental internal accounting and financial systems audits; reports the findings and makes recommendations for improvements to management.
8 Participates in the recommendation for development and implementation of any new relevant and appropriate procedures, guidelines and internal controls to enhance those in existence; supports changes to address new programs, issues and challenges as they occur, and to benefit or enhance operations and conformance.
9 Prepares short and long range revenue forecasts and departmental plans
10 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Advanced knowledge of governmental and private sector accounting; advanced knowledge of internal and private sector audit principles and practices.
2 Knowledge of microcomputers, database design, research methods, data mining, management of data conversion,

4 Knowledge of applicable tax laws, regulations relating to grants and trusts, federal, and state programs.
5 Knowledge of human relations including personnel procedures.
6 Ability to compile supporting audit documentation.
7 Ability to make mathematical calculations with speed and accuracy.
8 Ability to analyze data and draw logical conclusions.
9 Ability to prepare complex financial reports and keep complex financial records.
