A Senior Environmental Specialist job is available with The City of Fort Worth (Water Department / Customer Care / Pretreatment Services). This position is within the Industrial Pretreatment Program and would be responsible for overseeing permit, compliance, and regulatory activities involving industrial wastewater discharges. This position plays a vital role in ensuring compliance with federal, state, and local pretreatment regulations while working collaboratively with industrial facilities, regulatory agencies, and internal City staff.

Minimum Qualifications: 

  • Bachelor’s degree from an accredited college or university with major course work in biology, chemistry, environmental science, meteorology, hydrology
  • Three (3) years of responsible experience in state or federally regulated environmental programs or related field
  • Valid Texas Driver’s License
  • Be registered or complete registration with National Registry of Environmental Professionals (NREP) as a Registered Environmental Manager (REM) or higher level of competency with two (2) years from employment date

Preferred Qualifications:

  • Knowledge of the Clean Water Act, EPA Pretreatment Regulations (40 CFR Part 403), and applicable TCEQ regulations
  • Experience with wastewater sampling techniques, pretreatment permit development, and wastewater compliance monitoring
  • Ability to manage multiple projects and priorities while meeting department and regulatory deadlines
  • Excellent written and verbal communication skills with the ability to explain complex regulatory requirements to a variety of audiences

The Senior Environmental Specialist job responsibilities include:

  • Evaluate industrial wastewater permit applications and prepare, process, issue, and renew Industrial Pretreatment permits
  • Determine appropriate permit conditions, including monitoring requirements, discharge limitations, and wastewater sampling locations
  • Plan, coordinate, and schedule wastewater sampling and monitoring activities performed by Pretreatment staff and support personnel
  • Monitor due dates of requested documents pertaining to certification submittals, notice of violations and permit related deliverables
  • Maintain accurate electronic and hard-copy records to ensure compliance with the Industrial Pretreatment Program
  • Review monitoring reports and operational information to evaluate industrial user compliance with applicable pretreatment regulations and permit requirements
  • Communicate federal, state, and local pretreatment regulations to industrial customers and provide technical guidance to help facilities maintain compliance
  • Assist in preparing the City’s annual Industrial Pretreatment Report submitted to the Texas Commission on Environmental Quality (TCEQ) as well as the Environmental Protection Agency (EPA)
  • Participate in TCEQ inspections, audits, and compliance reviews of the City’s Industrial Pretreatment Program
  • Perform field inspections and site visits at industrial facilities
