Your Specific Responsibilities:
- Monitors and supports public health data management practices to ensure data quality and access. Directs the process of county health department business process enhancements from analysis to implementation and communicates with all interested parties throughout the process keeping them informed of the status.
- Provides ongoing consultative support to county health department staff regarding the billing component of the Health Management System (HMS). Coordinates needed billing changes for the HMS to comply with other state and federal billing requirements with other department administration staff and staff in the Agency for Health Care Administration. Reviews Medicaid and Medicare and other associated billing updates to assure the clinical management system is kept current to all state and federal billing requirements, including the Health Insurance Portability and Accountability Act (HIPAA).
- Serves as a lead member on the team responsible for the redesign of current HMS Billing functionality and other related billing features. This includes but is not limited to planning, information gathering, analysis, documentation, training, testing, and additional consultation as needed.
- Provides technical and process support for all areas of the HMS application in a professional, efficient, and timely manner. This includes but is not limited to client registration, scheduling, billing, time reporting, recording of services, and various reporting functions. Demonstrates initiative by continually expanding existing knowledge of all areas of the application. Support also includes required software testing needed to ensure the delivery of a quality product.
- Identifies problems and coordinates resolution strategies by participating in Special Interest Groups comprised of representatives from various county health departments and programmatic areas to develop business process enhancements to existing business practices. Makes recommendations incorporating use of technology to aid in process improvements. Creates work items for system modifications and enhancements for every area of the practice management portion of the HMS, including priority ranking and evaluation of need.
- Conducts online/onsite training events for users on a regular basis and upon request. Regularly develops and maintains training materials, end user documentation, technical documentation, and operating procedures for respective practice management areas and distributes to the CHDs and other agency areas as needed.
- Conducts a bi-monthly HMS User Group call to facilitate system user discussion regarding user training needs, system enhancements and relaying any information needed regarding system updates. This also includes drafting the meeting minutes, gathering information from multiple program areas for communication purposes and making approved minutes available on the HMS SharePoint site for stakeholders.
- Serves as the technical lead for any Practice Management related audits. Also provides technical support for existing reports, dashboards and other practice management related tools as needed.

Required Knowledge, Skills, and Abilities:
