Riverside Research is seeking a Contracts Manager for our Beavercreek, OH office. Will be responsible for cradle-to-grave federal contracting and related activities. The position requires independent judgment and identification, analysis, and resolution of significant issues. Candidate will report directly to the Director of Contracts.

Position Responsibilities
- Business Proposal Development:
- Review and analysis of RFPs/RFQs and other requirements documentation
- Cost and business management proposal preparation, subcontract proposal preparation, review and analysis
- Complete knowledge and understanding of Representations and Certifications and their preparation
- Assistance developing strategies to win new business and contracts, while identifying potential risks that could cause the company legal, financial, or contractual harm
- Negotiate terms of contracts, subcontracts, teaming, and non-disclosure agreements
- Contract (including Subcontract) Management:
- Process Contract awards, task orders and modifications
- Ensure compliance with contractual terms and conditions, flow down requirements, and that contracts are in accordance with legal requirements, customer specifications, corporate policy and government regulations
- Review and analysis of contracts from a business perspective to ensure favorable terms for the company
- Manage the contract closeout process, prepare closeout documentation, and coordinate the submission of final closeout vouchers
- Participate in the development and updating of contract related policy and procedure implementation and enforcement
- Provide advice and guidance to senior management and project staff on contractual matters
- Prepare and maintain various reports and tracking mechanisms for both internal and external distribution
- Manage all contractual issues & changes to contacts and ensure changes are communicated to the appropriate internal staff and subcontractors, as required
- Manage the timely submission of monthly and other periodic project status reports including financial status reports, and other assigned contractual reports, as required and assigned
- Skills:
- Process and negotiate contracts/subcontracts, task orders and modifications

- Government and Prime Contractor Audits and discrepancy resolution process

- Procurement Integrity, Ethics Rules – Fraud, Waste & Abuse

- Contract Novation/Name Change
- Preparation of Small Business Subcontracting Plans
- Preparation of Subcontract RFPs, negotiating pricing and terms with Subcontractors, performing cost/price analyses, and making subcontractor selection recommendations
- Strong business acumen with the ability to clearly recognize risk elements in business transactions and communicate those risks to Management..
- Ability to operate with minimal direction, develop solutions for a variety of moderately complex problems and capable of multi-tasking and meeting deadlines.
- Ability to research compliance issues with applicable regulations and laws to formulate recommendations to management.
- Customer-focused with the capability to resolve moderately complex contracting issues with win-win solutions while meeting company requirements.
- Experience with setting pre-negotiation objectives and the proven negotiating skills to define strategies, lead negotiations and realize those objectives.
- Ability to apply business finance, marketing and legal aspects of government and commercial procurement to the contract administration function.
- Ability to work within a team and foster trust and informed risk-taking.
- Ability to lead, train and motivate program personnel in contract requirements and concepts
- Effective interdepartmental communications skills
- Prior pricing, subcontracts administration and procurement experience, a plus
- Experience with OCI issues and mitigation
- Other duties as assigned
