Description
Mercy Home for Children is recruiting for a Chief Compliance Officer to work under the direction of the Executive Director, this position will develop and implement compliance and quality assurance policies and procedures throughout the entire agency. Oversee and monitor these plans through internal audits and provide guidance to management, medical, and clerical employees, and all agency staff, volunteers, and vendors regarding compliance policies and procedures and governmental laws and regulations. The Chief Compliance Officer serves on the Executive Team and is responsible for coordinating and developing the educational and training compliance programs. Maintaining a reporting system for questions and complaints on compliance. Act as a resource leader regarding regulatory compliance issues and investigate complaints or possible violations of compliance and report such to the Executive Director and Board of Directors, if necessary. Represent the Agency by promoting and modeling the mission and core values of the Sisters of Mercy and Mercy Home.
Here are highlights of this key position:
- Establish an ongoing process of visiting each program and document written findings to measure and monitor compliance through internal QA reviews at each facility, etc.
- Conducting annual individual and program satisfaction surveys
- Oversee the day-to-day operations of the corporate compliance department
- Review completed investigation and follow-up of all serious reportable incidents
- Responsible for oversight of agency policy and procedure manuals and review of the same annually
- Ensure that updates/changes in Mercy Home’s policies and procedures become part of Agency Policies and Procedures books in each residence and such changes are communicated to and understood by staff through in-service education and documentation of the same
- Act as a resourceful leader regarding issues of corporate compliance
- Periodically update the Compliance Plan following the legal, regulatory, governmental, agency, or third-party changes
- Ensure training and education of the Corporate Compliance Program to all management, staff, independent contractors, and vendors
- Ensure IRMA (Incident Report and Management Application) is being reviewed on a daily basis & uploaded with all the necessary information to close out incidents
- Maintain a confidential reporting system hotline and respond to coordinate the investigation of complaints and issues related to Corporate Compliance
- Verify and ensure that the Agency’s Human Resources Department conducts exclusion screening on all proposed employees, Board Members, contractors, and entities that provide services to the agency and submit quarterly reports to the Compliance Officer to monitor compliance
- Review agency Medicaid billing procedures and Medicaid fraud investigation and reporting
- Monitor residence finances and individual finances to ensure fiscal responsibility in each program
- Upon discovery of any fraud, abuse, or any other form of non-compliance of the Plan, coordinate the implementation of corrective action with the Director of Human Resources and the Executive Director
- Initiate quality assurance studies and activities to monitor present practices and point out methods for improving the delivery of services to individuals and their families
- Provides oversight and monitors the agency’s electronic health records in the prevention of erroneous billings
- Ensures communication on agency disclosures
- Develop long and short-term objectives related to Quality Assurance/ Corporate Compliance matters and relevant to the strategic plan of Mercy Home
- All other duties as assigned by the Executive Director
Requirements
- BA/BS Degree in a related field is required, MA is preferred
- A minimum of 5 years of experience conducting record reviews for OPWDD certified programs, including fiscal audits
- Knowledge of NYS & Federal regulations that relate to Quality Assurance and experience in policy and procedures development and implementation
- Working knowledge of parts 624, 625, Justice Center & OMH regulations, as well as knowledge of OMH reporting requirements
- Detailed-oriented, multi-task capable and the ability to work under pressure and meet deadlines
- Excellent organizational and communication skills
- Ability to present to all audiences, staff, middle management and stakeholders
