Overview: 

Oak Ridge National Laboratory (ORNL) is seeking a Technical Staff member for the position of Clean Air Act Compliance Specialist / Rad NESHAP Program Manager who is responsible for implementing programs that enable ORNL’s science missions through effective regulatory compliance support, specifically by facilitating ORNL compliance with Federal and State Clean Air Act regulatory requirements and applicable Department of Energy (DOE) Orders. This position resides in the Environmental Protection Services Division (EPSD) and within the Environment, Safety, Health and Quality Directorate of ORNL.

 

Major Duties/Responsibilities:

  • The Clean Air Act Compliance Specialist / Rad NESHAP Program Manager leads ORNL’s compliance program for the National Emission Standards for Hazardous Air Pollutants (NESHAP) for radionuclides (40 CFR 61, Subpart H).
  • This role is responsible for strategy, execution, and continual improvement of the laboratory’s radionuclide air compliance program—covering inventory, source characterization, monitoring, reporting, and regulatory engagement.
  • The Rad NESHAP Program Manager serves as the single point of contact for the Rad NESHAP Annual Report and for sustaining robust QA/QC requirements across all program elements.
  • The position partners closely with the EPSD Environmental Dose Assessment Program lead, facility operations, radiological protection, environmental monitoring, engineering, project teams, and DOE oversight to ensure safe, compliant, and mission-enabling operations at ORNL.

Specific responsibilities:

  • Review, analyze, and interpret state and federal environmental laws, regulations, and other requirements, and communicate findings with ORNL management and staff to facilitate compliance.
  • Establish and maintain the Rad NESHAP compliance framework, policies, and procedures aligned with 40 CFR 61 Subpart H and DOE/ORNL requirements.
  • Lead identification and characterization of radionuclide emission sources (stacks, vents, diffuse/fugitive sources).
  • Oversee stack sampling program design and execution (e.g., ANSI/HPS N13.1 concepts for representative sampling), including equipment selection, maintenance, calibration, and data integrity.
  • Own preparation and submittal of the Rad NESHAP Annual Report for the Oak Ridge Reservation (ORR), ensuring accuracy, clarity, and timely delivery to EPA/DOE.
  • Maintain complete, auditable records for emissions, monitoring, modeling, QA/QC, and corrective actions; manage document control and retention.
  • Implement quality assurance plans (e.g., sample collection/analysis QA, data validation, model verification, change control).
  • Lead periodic assessments, internal audits, and corrective actions; champion lessons learned and program improvements.
  • Serve as primary interface with EPA, DOE oversight, state/local agencies, and ORNL stakeholders on Rad NESHAP matters.
  • Work with the Dose Assessment Program Lead, the ORNL analytical laboratory staff, and lead the Rad NESHAP Program sampling staff, in evaluating environmental air monitoring and sampling results, trends, and overall performance.
  • Lead, analyze, and oversee data management of Rad NESHAP Program analytical results using the ©EarthSoft, Inc. EQuIS data management system and other data management tools and resources used in association with Rad NESHAP compliance reporting.
  • Partner with project teams and/or operations to evaluate proposed work for Rad NESHAP impacts; provide compliance determinations and requirements (monitoring, controls, notifications).
  • Support design reviews for new/modified emission points (e.g., stack upgrades, HEPA configurations, monitoring systems).
  • Work with EPSD Clean Air Act Compliance Specialist SMEs to communicate with state and federal regulatory agencies as needed in support of ORNL mission needs.
