Position Overview

This position is accountable for designing, organizing, and coordinating the use of computerized data files for oversize and overweight permit routing within the Illinois Transportation Automated Permits (ITAP) system. This position provides training support and assistance for the ITAP system to the Permit Office’s staff and customers. In addition, the incumbent provides support services to the districts oversize and overweight permit contacts, the Illinois State Police (ISP), truck weight inspectors (TWI), portable scales personnel, bridge office personnel, county engineers, and local road officials. This position also updates the ITAP system when changes in legislation are made. The incumbent helps develop programs for statistical and management reports of permits, vehicle weights, and related engineering applications.

Essential Functions

  • Designs, develops, compiles, and reviews resource data files to ensure uniformity and validity of data.
  • Develops program and design reports in response to special requests for speed monitoring, weigh-in-motion (WIM), and permit data.
  • Ensures that oversize and overweight permit moves are in accordance with the state statutes and departmental policies and that applications for such moves are acted upon without undue delay.
  • Promotes maximum use of informational resource data and engineering applications by ensuring reports and processes are accurate and functional.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in business, public administration, transportation, statistics, computer science, or a related field PLUS two years of experience in traffic and field operations, collecting online data research and statistics, or a combination thereof; OR Eight years of experience in traffic and field operations, collecting online data research and statistics, or a combination thereof.

Preferred Qualifications

  • Ability to assimilate research data into comprehensive technical reports.
  • Working knowledge of computer concepts.
  • Knowledge of permit laws and policies.
  • Familiarity with various vehicle combinations used to transport heavy loads.
  • Knowledge of the Illinois Transportation Automated Permits (ITAP) system.
