Job Purpose:

We are looking for an experienced Senior Business and Technical Solutions Architect to oversee the transformation from legacy systems to modern administration platforms. The role requires working closely with external solution providers to ensure technical and business deliverables align with established enterprise architecture standards and long-term strategy, particularly in health and human services programs.

Key Responsibilities

• Represent enterprise interests in overseeing the delivery and design of vendor-driven technology implementations.
• Guide and participate in transition planning from outdated systems to modern program administration tools.
• Assess new technologies and vendor proposals to identify gaps and recommend improvements.
• Collaborate with solution vendors to align projects with technical strategy and business processes.
• Support issue resolution, performance optimization, and system stabilization activities.
• Lead technical reviews of deliverables, including architecture documentation, system integration plans, and release packages.
• Evaluate security configurations, documentation quality, and compliance with internal standards.
• Facilitate meetings related to architecture, change management, and solution deployment.
• Ensure vendors follow design standards and produce reliable, scalable systems.
• Contribute to risk assessments, cutover planning, and legacy system decommissioning.

Required Skills & Experience

• 5+ years of experience in enterprise architecture, infrastructure operations, and system lifecycle management.
• 5+ years of leadership experience managing multi-disciplinary teams and large technology initiatives (non-development).
• Strong background in healthcare or human services technology, with in-depth knowledge of systems such as Medicaid or similar domains.
• Experience with MMIS systems and solution architecture in public sector programs.
• Skilled in guiding vendor teams, resolving conflicts, and building consensus.
• Demonstrated ability to work independently, deliver under pressure, and manage complex initiatives.
• Excellent communication skills—able to simplify technical ideas for varied audiences.
• Capable of conducting effective meetings and producing high-quality technical documentation.
• Familiarity with distributed teams and remote collaboration tools.
• Deep knowledge of industry trends and emerging technologies relevant to health IT modernization.
