Senior Program Manager – Organizational Leadership and Transformation

ICF is seeking a Senior Program Manager to join our human capital, learning, and organization transformation line of business.
The Senior Program Manager will lead a team of consultants to deliver quality products and services to our federal clients. The ideal candidate will have experience managing large federal BPAs or IDIQs, managing multiple federal programs with demonstrated ability to drive client outcomes. This position will involve project/program management about 50% of the time, with the remainder being focused on team management and building client relationships. This role will report to the organizational transformation portfolio leader. This role will also drive new revenue, expand our pipeline through opportunity identification and qualification, and partner with our Line of Business Leader to refine our strategy and collaboratively win new work in this market.
Preference for the candidate to be located in the DMV, with ability to attend meetings and client visits as required.
Key Responsibilities:
Administer BPA management plans.
Establish structured proactive processes to communicate with clients.
Recruit and onboard staff.
Manage staff and resources.
Provide and administer risk management and mitigation procedures.
Conduct and participate in progress and other central meetings, training, performance, program/project reviews, management briefings, stakeholder presentations, transition meetings in support of programs.
Will be client-facing and required to deliver project phases on time and within budget and communicate timely status/progress to multiple stakeholders in an agile manner.
Provides thought leadership to project analyses and process improvement activities.
Responsible for driving recommendations through to implementation.
Communicates effectively with a wide variety of technical and non-technical audiences.
Expand the opportunity pipeline by identifying new opportunities in partnership with the market research team.
Support qualification of new opportunities by (1) connecting (either personally or via other staff within the business) with potential clients and contracting officers (2) collecting competitive intelligence, and (3) conducting opportunity research with support from market research team to develop win strategies.
Leverage existing and build new relationships to expand ICF’s network and reputation with federal clients and potential partners through active participation in industry events, conferences, and individual meetings.
Basic Qualifications:
Bachelor’s degree
15+ years of project management experience
5+ year of experience leading large projects within the federal government arena.
5+ year of experience leading large-scale projects with multiple teams and multiple phases.
Project Management Professional (PMP) Certification.
Ability to obtain and maintain a Public Trust Clearance.
Preferred Skills/Experience:
5+ years of experience working with the nuances of Time & Materials and Firm Fixed price contracts.
5+ years of experience with project budgeting and scheduling.
5+ years of experience with client development; building on existing and introducing new products and/or services.
5+ years of experience working with analytical and problem-solving skills.
5+ years of experience demonstrating oral and written communication skills, especially in a client interaction context.
