Position Overview
Arlo is in search of an HRIS Data Analyst to support the Office of the Under Secretary for Defense (Intelligence & Security) (OUSD(I&S)) Human Capital Management Office (HCMO).

Job Responsibilities and/or Success Factors
- Support for DCPDS-related activities integral to the DCIPS PAA development, modification and sustainment as well its integration with the DCPDS.
- Review DCPDS-related activities affecting the proper execution of DCIPS enhancements to DCPDS functionality and processes such as maintenance upgrades, functionality enhancements, testing and communication of all software changes; this includes support for the migration of the DCPDS to Defense Civilian Human Resources Management System (DCHRMS) or any other successor HRIS. This will occur on at least a quarterly basis.
- Perform user acceptance testing of DCIPS software application enhancements/modifications to DCPDS and manage any DCIPS user acceptance testing events requiring component participation. This will occur on a quarterly basis.
- Create DCIPS functional user documentation related to DCPDS tools used by the DCIPS community related to new or modified DCPDS changes, such as the DCIPS Performance Appraisal Application, the DCIPS Compensation Workbench (CWB) download and upload process and the DCIPS Mass Payout process resulting from the pay pool decisions. This will occur annually.
- Provide input to the HCMO financial manager and contracting officer’s representative on activities required to support maintenance and new development of DCIPS enhancements in DCPDS and DCHRMS. This will occur at least twice in a 12-month period.
- Analyze DCIPS DCPDS system problems to determine possible root cause or system code deficiencies, document findings and initiate appropriate document (problem report or system change request) to resolve the issue. This will occur on a monthly basis.
- Conduct hands-on training on the DCIPS PAA and CWB tool for Defense Intelligence employees, rating officials and reviewing officials, as required. No more than two sessions are expected to be taught annually. Such training sessions may be conducted in person, or via VTC, Defense Connect Online (DCO) or related distance-learning capabilities.
- Down-domain documentation as requested by HCMO from JWICS to lower-level domains. This will occur at least four (4) times a year.
- Write requirements for creation and modification to all programming related to pay, performance management, personnel data elements, and reporting associated with DCIPS. This will occur at least once in a 12-month period.
- Perform revisions to technical requirements for extract and upload of data for the DCIPS Compensation Workbench, the tool used to allocate performance pay and bonuses through DCIPS pay pools workforce data analysis on various strategic workforce efforts. This will occur annually.
- Provide technical/programming support for the Compensation Workbench, an automated pay pool management tool, and for the DCIPS Pay-out Analysis Tool (DPAT), an automated pay pool analysis tool, for DoD Components with DCIPS personnel. This will occur at least once annually and whenever required by HCMO.
- Visualize data found in databases created or maintained through data engineering.
Education and Minimum Qualifications
- Must have an active TS/SCI Security Clearance.
- Bachelor’s degree with at least four years (4) of experience in business intelligence tools and data analytics.
- Ability to confirm functional requirements are appropriately translated into system design, integration, user acceptance testing, and resulting implement IT development initiatives.
- Experience in the design and functionality of DCPDS or DCHRMS.
Preferred Qualifications
- Program Management experience in a DoD environment is preferred and OUSD (I&S) experience is highly preferred.
