Bowhead seeks a Site Manager

 

Bowhead seeks an experienced Site Manager to oversee Base Telecommunications System (BTS) operations and maintenance services in support of the 87th Communications Squadron at Joint Base McGuire-Dix-Lakehurst, NJ. The Site Manager serves as the on-site supervisor responsible for managing telecommunications maintenance personnel and ensuring reliable operation of voice, data, and network infrastructure supporting base mission requirements.

The Site Manager acts as the primary contractor representative and works closely with the Government Contracting Officer (CO) and Contracting Officer’s Representatives (CORs) to coordinate operations, resolve technical issues, and ensure contract performance requirements are met.

Responsibilities

Essential functions will include: 

  • Provide day-to-day leadership and supervision of telecommunications maintenance personnel supporting Base Telecommunications Systems.
  • Serve as the primary contractor liaison to the Government COR and CO for operational coordination and technical consultation.
  • Oversee operations and maintenance of telecommunications infrastructure including voice systems, VoIP platforms, inside plant (ISP) and outside plant (OSP) cabling systems.
  • Ensure contract performance requirements are met in accordance with Operations & Maintenance (O&M) requirements and Work Order procedures.
  • Manage and track work orders, trouble tickets, preventive maintenance inspections, and outage restoration activities.
  • Coordinate scheduled outages, system upgrades, and infrastructure changes with Government stakeholders.
  • Participate in workload status meetings and design review meetings with Government personnel to discuss telecommunications projects and operational requirements.
  • Ensure compliance with safety, security, and environmental requirements while maintaining operational readiness of the base telecommunications system.
  • Maintain work center records, maintenance logs, and operational documentation as required by the contract.
  • Support mission-critical communications services to ensure the Base Telecommunications System remains available 24 hours per day, 7 days per week.

Qualifications

  • Education
    • High school diploma or equivalent required.Additional technical education, telecommunications training, or industry certifications are preferred.

      Preferred certifications may include:• BICSI Installer/Technician• Fiber Optic Association (FOA) certifications• Telecommunications or networking certifications

       

  • Years of experience
    • Minimum 10 years of telecommunications experience supporting voice, data, or telecommunications infrastructure.

       

    • Experience must include:• Telecommunications operations and maintenance• Supervising technical personnel• Managing telecom trouble tickets and work orders• Working with ISP/OSP infrastructure, switching systems, and VoIP platforms• Supporting telecommunications systems in complex operational environments

       

    • Prior experience supporting Department of Defense or government telecommunications systems is highly preferred.

  • Required skills or certifications
    • Strong knowledge of telecommunications operations and maintenance (O&M) for enterprise voice and data systems.

      • Experience managing inside plant (ISP) and outside plant (OSP) telecommunications infrastructure, including copper and fiber cabling systems.

      • Working knowledge of VoIP systems, unified communications platforms, and legacy telephony systems in converged network environments.

      • Experience coordinating and managing trouble tickets, service outages, preventive maintenance inspections (PMIs), and telecommunications work orders.

    • Ability to oversee and coordinate installation, relocation, and removal of telecommunications circuits, equipment, and cabling infrastructure.

      • Knowledge of telecommunications testing, troubleshooting, and restoration procedures for voice and data systems.

      • Experience supporting mission-critical telecommunications systems operating 24/7 environments.

      • Strong leadership and communication skills with the ability to supervise technical personnel and coordinate directly with government representatives (COR/CO).

      • Ability to interpret technical documentation, telecommunications drawings, and infrastructure records.
