Description of Work
The Materials and Tests Unit (M&T) is responsible for establishing acceptance criteria for materials and manufactured products to be incorporated into the North Carolina highway system and ensuring that these materials and manufactured products meet these criteria and will function as intended.A subunit of the Materials and Tests Unit, The Manufactured Products Group is responsible for assuring all concrete, plastic, metal, block, and timber products that are to be incorporated into any NCDOT project, both construction and maintenance, are inspected, approved, and tracked from plant/facility of origin to delivery. In addition to providing the quality assurance mentioned above, the Manufactured Products Group also is responsible for performing technician assessments, field inspections, facility/program audits, providing technical support, conducting investigations, and conducting numerous certification programs.
This position has extensive knowledge is an expert on shop and field-related manufactured metal products. This position ensures that materials and workmanship meet the stringent safety and quality standards set by NCDOT, AASHTO, and other regulatory bodies. This position will assist with all aspects of the Manufactured Products Group specifically dealing with overseeing Kernersville office operations, as well as embedded CEI reporting to that office. General duties will include but are not limited to providing oversight, technical expertise, and field support to all 14 Divisions related to the manufacturing, inspection, and placement of manufactured products that are incorporated into NCDOT projects with a focus on the Western side of the state.
Must be able to legally operate a state vehicle.

•Minimum of 5 years of hands-on experience in metals and coatings fabrication. Extensive experience in materials testing, quality control, quality assurance within the construction or transportation industry. Expert level knowledge of AWS D1.5 (Bridge Welding Code), AWS D1.1 (Structural Welding Code), and AMPP/NACE/SSPC coating certifications and standards.
•Valid Class C Driver’s License. This position requires extensive travel – including overnights on occasion.
•Extensive knowledge of HiCAMS and Vendor programs used by the Department.
•Ability to lift 60 pounds and traverse uneven and rough terrain; make fine visual distinctions in measurements and test results.
•Ability to safely navigate hazardous work situations at project sites while following established in-house safety procedures.
Knowledge Skills and Abilities/Management Preferences
Salary Grade and Salary Range: NC 16 $57,983 - $101,470
Management prefers applicants with the following:
- Knowledge of welding processes, coatings processes, with a focus on metallurgy and coatings chemistry and the ability to visually inspect welds
- Demonstrated ability to implement work unit operational goals and objectives identifying work processes and procedures recommending improvements as needed.
- Demonstated ability to read and interpret blueprints, contracts, and technical specifications and the ability to identify defects and deviations from standards.
- General knowledge of the manufacturing and coating process(es) for various construction materials such as concrete, metals, etc.
- General knowledge of AASHTO, AMPP, ASTM, AWS, SSPC, and NCDOT Specifications and standards so as to ensure compliance with established testing and inspection methods at producer facilities as well as on location at NCDOT projects.
