About the role

ICF is currently seeking a Senior Project Manager to work on a HRSA project as a Team Coordinator for the Maternal, Infant, and Early Childhood Home Visiting Program Technical Assistance Resource Center. This professional will manage training and technical assistance (T&TA) tasks to support high-quality implementation of home visiting through TA; improve the performance of home visiting programs to positively impact family outcomes by connecting awardees to technical expertise, sharing best practices, engaging experts and stakeholders, and utilizing evaluation and CQI methodologies. 

The ideal candidate will have a background and experience in child development, maternal and child health, home visiting program regulations and program implementation, with a focus on supporting effective program implementation, capacity building, and the full implementation of Home Visiting program requirements. Experience working with HRSA and the Maternal and Child Health Bureau (MCHB) is preferred. Knowledge of other federal programs and policies related to early childhood development and continuous quality improvement is expected.     

This position is full time and remote within the U.S. and may involve up to 30% travel to OCC sponsored events and to provide technical assistance to states, territories, and tribes. 

TA is defined as both onsite and offsite activities, such as consultation, meeting and conference presentation and facilitation, support of peer-to-peer opportunities, information gathering, review of materials, participation in and leadership for workgroups, strategic planning, and training design and delivery.   

Key Responsibilities:  

  • Build strong, positive relationships with project staff for ongoing communication, collaborative planning, and shared problem solving to meet the needs of the client and OCC Projects Teams across the portfolio. 
  • Lead the team in conducting a variety of activities and projects related to the implementation of project deliverables.  
  • Initiate frequent and ongoing communication with assigned team regarding assigned tasks and activities.  
  • Support TA onsite visits including preparation for the visit, visit logistics and the post-visit reporting.  
  • Ensure the TA team maintains detailed and complete official electronic files, records, and requests for support pertaining to tasks and activities assigned by the client.   
  • Review programmatic status reports, program data, and other resources in support of client priorities and tasks.  
  • Support implementation of webinars and special training events or other activities as requested by clients and awardees.  
  • Leverage specialized depth and breadth of expertise and apply a broad perspective to identify solutions to complex tasks  
  • Lead the development and delivery of complex tasks and deliverables   
  • Coordinate with leadership and Team to identify ways to address administrative and program improvements in a coordinated, comprehensive and holistic manner.  
  • Participate in TA team and full-team conference calls as needed   
  • Provide management of and support for product development tasks, including oversight and reporting on written deliverables and ongoing services.   
  • Work with Project Director and team members to ensure that written materials are high-quality and consistent with client messaging, priorities, and goals.    
  • Participate in and/or lead various workgroups as requested by the client or the Project Directors, and as relevant to the project’s work.    
  • Perform research, content writing, and/or training at the request of the Project Director or the client.   
  • Develop and maintain all quality assurance processes and protocols to ensure the highest quality in written and electronic resources.    
  • Support the planning of client sponsored events, including coordination of resource development and review tasks. 
  • Ensure each supervisee meets the expectations of their job, and track areas for improvement.   
  • Ensure team members have the support needed to manage their tasks and accomplish the work in a timely manner, and workload is distributed equitably and fairly across the team.

Basic Qualifications:  

  • Bachelor’s degree in early childhood education, child development, public policy, or public health.  
  • 5+ years of experience providing support in the field of early childhood programs, maternal and child health, home visiting, and family
