Deputy Fire Chief

Deputy Fire Chiefs perform and supervise the services consistent with a modern fire service organization. These services generally include (but are not limited to) Fire Rescue and Suppression, Emergency Medical activities, Special Rescue, Mitigation and Recovery activities, and other specialized services in relation to life and property protection.  Non-Emergency activities may be required, including, but not limited to Public Education, Fire Prevention, Tours and other duties as assigned.  These services may be delivered around the clock under a variety of extreme conditions such as severe weather, rapidly changing circumstances, physical and psychological stress. These services are often performed in situations that are dangerous with the potential for life threatening injury.  As an executive supervisor within the organization responsible for oversite over all subordinate shift personnel Deputy Fire Chiefs may be assigned responsibility for oversite of scheduling, personnel assignment, shift training, shift consistency and continuity, discipline, personnel development, personnel evaluation, records and reports, special projects, departmental programmatic responsibilities and other duties as assigned that are consistent with the position.  

Essential Job Functions:

• Plan, coordinate, supervise, and evaluate all subordinate employees and operations.
• Supervise, coordinate, prepare, and present annual budget, direct implementation of the department’s budget, plan for and review specifications for new or replaced equipment.
• Evaluate the need for and recommend the purchase of new equipment, apparatus, and supplies.
• Control and track expenditure of departmental appropriations.
• Respond to alarms and personally direct activities at the scene of emergencies as an Incident Commander or command position within the ICS command structure.  
• Directs operation of departmental training activities and develops the department yearly training plan.
• Maintains discipline and oversees the conduct and general behavior of assigned personnel.
• Prepares and submits reports to the Fire Chief.
• Plan departments’ operation with respect to equipment, apparatus and personnel.
• Review specifications written for equipment and apparatus purchase.
• Assign personnel and equipment to such duties and uses as the service requires.
• Meet with elected or appointed officials, other agencies, laboratory, or community and business representatives, and the public on aspects of the department’s activities.
• Attend conferences and meetings to keep abreast of current trends in the field.
• Represent the laboratory in a variety of local, county, state and other meetings.
• Perform related tasks as required or assigned by the Fire Chief.
• Serve as the acting Fire Chief in the absence of the Fire Chief. 

Position Requirements

• State of Illinois Fire Marshal Office of Personnel Standard and Education Certification as a Fire Officer 2 or Advanced Fire Officer in compliance with the Policy and Procedure promulgated by the Fire Marshal’s Office.
• State of Illinois Fire Marshal Office of Personnel Standard and Education Certification Hazardous Materials Technician and Rescue Specialist-Confined Space Operations including all pre-requisite courses.
• NIMS ICS 100, 200, 300, 400, 700, 800
• State of Illinois Fire Marshal Office of Personnel Standard and Education Certification Health & Safety Officer.
• Ability to communicate effectively orally and in writing, including public presentation and facilitation. 
• Ability to establish and maintain effective working relationships with both internal and external customers.   
• Ability to analyze fire/EMS service operating conditions and develop sound recommendations for their improvement.  
• Ability to evaluate multiple policies and procedures with a strong focus on the best outcomes for the organization.  
• Have a thorough knowledge in modern firefighting techniques and practices including risk management practices; ability to command major operations or emergencies involving division operations; coordinating division activities with other departments and fire and emergency agencies. 
• Knowledge of local, state and federal government organization and intergovernmental relations.  
• Adept in technology practices including radio networks and computer systems.  
• Have extensive management techniques with the ability to adapt to changing circumstances.
