Position Overview:
The Director Compliance Programs oversees Compliance Vendor Management (CVM) supporting the Third Party Risk Management framework within the Company by ensuring third parties comply with applicable laws and regulations and by mitigating compliance and regulatory risks associated with third party services. CVM’s program framework includes the performance of compliance due diligence activities for new and existing Third Party Engagements commensurate with the level of Compliance Risk involved in the services being provided by the Third Party.
This is a highly visible role within Corporate Compliance responsible for leading the Compliance Vendor Management Program team, as well as establishing and maintaining a comprehensive framework for identifying, managing, monitoring and reporting Third Party compliance risks at the company. He or she must have a comprehensive understanding of applicable regulations and policies, as well as the ability to manage multiple projects. The Director creates a culture of effective risk management, accountability, and demonstration of risk awareness across the organization.
Responsibilities:
Develop, implement, and maintain a comprehensive Compliance Vendor Management program that aligns with regulatory guidance and expectations.
Oversee a team of compliance professionals responsible for assessing compliance risks associated with third party relationships.
Serve as a resource to TPRM, business units, internal team members, and management providing a range of support and analysis on regulatory compliance requirements, issues, and/or best practices, including the provision of guidance in the design, development and/or enhancement of processes and controls to manage third party compliance risks.
Perform regulatory research in response to business unit compliance inquiries. Assist and support the business units on the implementation of new and amended laws and regulations.
Advise and consult on proposed new products, services, and initiatives regarding compliance obligations impacting third party services and corresponding compliance risks, and mitigating controls.
Provide support with regulatory compliance examinations, and/or compliance audits or reviews.
Monitor and report on Compliance Vendor Management compliance program adherence and issues to the FVP-CMS Director and SVP Chief Compliance Officer.
Develop and create metrics and reporting to measure and assess the Bank’s third party compliance risks.
Manage multiple projects and tasks simultaneously while meeting deadlines.
Minimum Qualifications
At a minimum, here’s what we need from you:
Bachelor’s degree in Business or related.
2+ years of experience in financial services industry.
8+ years leading initiatives on policy management, performance measurement, process management and process improvement.
Preferred Qualifications
If we had our say, we’d also look for:
Master’s degree in Business, Law or related.
JD, CRCM, CISA, CIPP, CRMP, PMP, RIMS or similar license/certification.
Ability to analyze complex laws and regulations and relate those laws to operational procedures, company policies, and industrial trends.
Experience implementing a third party oversight program for a Compliance department at regulated financial institutions.
8+ years performing relevant regulatory consumer compliance functions in the banking industry, and in-depth knowledge consumer banking and lending laws and regulations
Knowledge of Interagency Guidance and expectations for sound Third Party Risk Management Programs
