Sealing Technologies, a Parsons Company, provides Cyber Security services and cutting-edge technologies to the Federal Government. The Mission Director of Defensive Cyber Operations (DCO) manages the personnel, oversees contract execution and solution delivery, and provides a mission strategy and roadmap in support of our defensive cyber operations solutions and customers. They maintain in-depth knowledge of the DCO industry and cyber warfare and understand how to bring value to customers to ensure SealingTech’s success in that market.
Duties and Responsibilities:
• In conjunction with the sales team, Identifies and assesses market opportunities within the Defensive Cyber Operations mission space
• Creates and maintains a 1-year and 3-year strategy and business plan for DCO mission area
• Create an environment and culture of innovation, collaboration, solutioning, and quality
• Monitor/Maintain successful execution and delivery of contracts within mission area, including forecasting, revenue, net margin, and gross margin of each project
• Conducts regular Program Reviews of the Programs within the /CMF mission area
• Conducts performance reviews of assigned staff
• Create and maintain aggregate staffing plan, including creating new positions and conduct terminations as required
• Create and Implement mission area training plan
• Support Sales in creation of LOE and execution plans for new opportunities
• Coordinate the support of proposals as needed with current staff
• Attend LRSP meetings/off-sites and provide input for their Directorate
• Assist creating an Annual Operating Plan (AOP) and rolling 12-month forecasts
• Create monthly forecast for mission area and perform variance analysis against previous forecasts
• Responsible for meeting monthly, quarterly, and annual revenue and operating margin goals
Authority:
• Resource Allocation- Assign staff to projects within mission area, and manage mission area budget
• Personnel Actions- Hiring and termination of all personnel within the mission area, in addition to Direct management and performance evaluation of personnel within the mission area
• Purchasing- within budget given by C Suite
Key Metrics for Success:
• Project profitability and execution within defined project plans
• % utilization of personnel within and across mission projects
• Employee retention and satisfaction
• Customer Satisfaction surveys, CPARS, and other customer feedback
• Customer retention and repeat business
• Professional development and training of personnel
• Obtaining or exceeding business plan objectives
Minimum Qualifications:
• Bachelor’s degree or equivalent experience
• In Depth understanding of Defensive Cyber Operations and cyber warfare, including:
o CPTs, Hunt Missions, Depot/Forge Missions
o Unified Network, Multi-Domain networks
o Survivability and Security
o Governance and Policy
o Sustainment
• Knowledge of DCO platforms, tools, and services
• 3+ years managing commercial government contracts
• Experience leading high-performing teams of 30+ personnel
• Experience with DoD Contract Negotiations and Execution
• Experience delivering on Cost Plus and Fixed Firm Price contract vehicles
• Proven leadership in a technical field
• Ability to work independently and collaboratively across departments
• Ability to drive collaboration, productivity, and accountability by focusing on transparency in resource management, process controls, and prioritization
Preferred Qualification:
• Cyber Security Certification - Industry certification in at least one of the following areas is required:
o Certified Information Systems Security Professional [CISSP];
o Certified Information Security Manager [CISM];
o Information Systems Security Management Professional [ISSMP].
• PMP Certification
