Position Overview

The Statewide Security Specialist position was established to monitor unusual incidents that occur throughout the Department in which safety and security has been compromised. This includes the scheduling and oversight of teams conducting confidential security reviews, reviews after unusual incidents at IDOC facilities, outside hospitals, courthouses, etc. This exciting position also works with federal, state, county and municipal emergency management agencies in disaster preparedness and response. The ideal candidate would be a self-motivated, task oriented, organized individual with strong interpersonal and communication skills. A background in policy and procedure development and strategic planning would be a plus for our ideal candidate. This is an opportunity to work in a fast-paced job with an incredible team.

Essential Functions

  1. Serves as the Statewide Security Specialist.
  2. Serves as full-line supervisor.
  3. Serves as IDOC’s Liaison to the Illinois Emergency Management Agency, Illinois Terrorism Task Force, Strategic National Stockpile Team, and Illinois Law Enforcement Alarm System Team.
  4. Oversees the conducting of Critical Incident Reviews by the Regional Security Specialists and serve as a Team Leader to specially assigned staff conducting Critical Incident Reviews following unusual incidents.
  5. Oversees reviews of facility Command Posts.
  6. Plans and conducts security reviews, emergency drills, and systems checks.
  7. Oversees facility Security Specialists in the review of local systems.
  8. Reviews or verifies the following:
  • Reviews color coding of individuals in custody’s identification cards for compliance with Administrative Directives as well as other techniques utilized at facilities for easy identification of individuals in custody designated as high and extremely high escape risks.
  • Reviews facility work assignments of high and extremely high escape risk individuals in custody to ensure compliance with daylight hours.
  • Reviews housing assignment changes to ensure ninety (90) day moves are compliant and cell shakedowns of extremely high escape risk individuals in custody are conducted at a minimum of every seven (7) days.
  • Reviews facility logbooks in regard to extremely high escape risk individuals in custody in accordance with the Administrative Directives.
  • Verifies visits of extremely high escape risk individuals in custody are limited to non-contact only and the number of persons approved to visit does not exceed ten (10) persons.
  • Verifies telephone calls of extremely high escape risk individuals in custody are routinely monitored, and recordings reviewed within forty-eight (48) hours and documented in the Level E logbook.
  • Verifies security procedures, specifically, searches, restraints, and notifications are followed in regard to movement outside of the facility of extremely high escape risk individuals in custody in accordance with the Administrative Directives.
  • Verifies skin counts of extremely high escape risk individuals in custody are performed on each shift and are conducted independent of normal count procedures in accordance with the Administrative Directives.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in law enforcement, criminology, penology or a related field.
  2. Requires four (4) years of progressively responsible administrative experience in a law enforcement public or private organization, a correctional facility, or related field.
