Proposal Manager for Federal Construction Contracts
Bristol Bay Construction Holdings Support Services (BBCH-SS) is growing! We are looking for a proposal manager to join our team to support our construction business line. The ideal candidate will work collaboratively with our teams to manage and write proposals for multiple construction proposals concurrently.

Job Location: This is a remote position.
Responsibilities
• Manage all phases of the proposal response process across multiple efforts simultaneously.
• Understand capture strategy and interface with sales/capture lead.
• Thoroughly assess requests for proposals, requests for qualifications/information, and requests for quotations to ascertain BBCH’s ability to be prepare a compliant and compelling response.
• Develop compliance matrices to be used by the proposal team and proposal reviewers for ensuring compliance with solicitation instructions.
• Work with a cross-functional proposal team for each effort and facilitate required meetings.
• Develop win themes and clearly and consistently communicate proposal development strategies, plans, and needs to all proposal team members.
• Write, review, validate the need for, edit, submit, and track the answers to questions on solicitations (pre-proposal inquiries, requests for information, etc.)
• Coordinate with internal and external (e.g., teaming partner) stakeholders for data collection (i.e., data calls) and the preparation of proposal sections.
• Create writer packages and volumes, using established templates when appropriate and developing new templates and outlines when appropriate.
• Create and manage a proposal development schedule to ensure that internal proposal development steps (preparation of draft materials, reviews, and submission) are completed on time and, when necessary, adjust the proposal development schedule accordingly to accommodate corrective actions.
• Draft and/or enhance proposal response components, including management approaches, past performance sections, resumes, and more as needed.
• Manage storyboard/mockup process and strategy sessions.
• Assist with content development and ensure consistency across technical, management, and price volumes.
• Identify and communicate proposal risks with proposal review teams and other internal stakeholders.
• Incorporate strategies and comments from review teams, as appropriate, in final proposal drafts.
• Conduct interim and final proposal reviews.
• Format final response package and provide timely submission of all proposal deliverables.
• Prepare and develop materials for follow-up activities, including debriefs, closeout tasks, boilerplate development, and data collection.

Qualifications
• Minimum 3 years of federal government proposal management and writing experience (or writing skills and experience combined with 3 or more years of experience working in a leadership role on federal construction projects), with Department of Defense and federal government construction industry experience.
• Technical writing, research or report writing experience desirable
• Bachelor’s degree in construction-related fields, engineering, architecture, environmental or physical sciences, marketing, communications, public relations, business, or journalism.
• Experience in responding to requests for proposals (RFPs), requests for quotations/qualifications (RFQs), and customer inquiries about the company's capabilities (or writing skills and experience combined with 5 or more years of experience working in a leadership role on federal construction projects).

• Proficiency in the American English language (composition, spelling, grammar, and punctuation).
• As a condition of employment, you may be required to pass a pre-employment drug screening and have acceptable references and background check results.

Work Environment:
This job is performed in an office setting that includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse.

Compensation
$90,000 - $115,000 annually
