General Description:

The Senior Director of Program & Portfolio Governance is a senior leader within the Global Technology Solutions (GTS) Operational Strategy and Enablement function who is responsible for driving program execution excellence and portfolio governance across GTS and GTS led strategic initiatives. This role ensures alignment between strategic objectives, business priorities, and operational execution effective program management, and portfolio governance across the organization. The position partners closely with Process & Service Excellence (PSE) and Adoption & Change Enablement (ACE) leaders to ensure timely and effective portfolio decisions and program execution. This role serves as a strategic advisor to the GTS Leadership Team or portfolio priorities, execution trade-offs and value realization.

The Senior Director of Program & Portfolio Governance is responsible for two core OSE capabilities:

Program Enablement & Delivery (PED)

Partner with GTS LT and senior stakeholders to…

  • Oversee enterprise-wide program and project delivery through standardized frameworks and gated governance models, aligning technology investments with strategic priorities and measurable business outcomes.
  • Ensure resource allocation, risk management, and timeline adherence for all major initiatives by collaborating with cross-functional teams to ensure timely execution and measurable value delivery.
  • Implement operating mechanisms such as OKR cadences, executive reviews, and performance dashboards.
  • Establish a center of expertise and foster a community of practice proactively engaging PM practitioners across the enterprise while driving adoption of PM best practices and ways of working across the enterprise.  
  • Enable delivery teams through standards and governance, without direct ownership of execution resources.

Portfolio Management & Governance (PMG)

Partner with GTS LT and senior stakeholders to…

  • Oversee enterprise-wide project delivery through standardized frameworks and gated governance models by establishing and maintaining governance structures for prioritization and oversight of programs and portfolios.
  • Align technology investments with strategic priorities and business outcomes by collaborating with cross-functional teams to ensure timely execution and measurable value delivery.
  • Ensure compliance with organizational policies and regulatory requirements by defining decision-making frameworks, escalation paths, and reporting standards.
  • Embed governance into Agile frameworks to ensure alignment between delivery and strategic objectives while providing transparency through dashboards and reporting to senior leadership and stakeholders.
  • Simplify, streamline, and harmonize GTS governance, review and approval processes across all domains and regions including SDLC.
  • Establish a center of expertise and foster a community of practice proactively engaging PPG practitioners across the enterprise while driving adoption of PMG best practices and ways of working across the enterprise.  
  • Manage a team of strategic program and portfolio managers, as well as external consulting resources as required.

Education Required:

  • Bachelor’s Degree in Business Administration, Computer Science, Engineering or equivalent
  • Masters degree preferred

Qualifications:  

  • BA/BS Degree with 12+ years of overall experience and progressive leadership in enterprise process excellence with a focus on digital technology.
  • MA/MS with 8 + ears of overall experience and progressive leadership in enterprise process excellence with a focus on digital technology.
  • Proven experience in regulated industries (e.g., pharma, healthcare, finance) preferred.
  • Strong business acumen and ability to translate strategy into execution.
  • Exceptional communication, stakeholder management, and team-building skills.
  • Preferred certifications: PMP, Lean Six Sigma, and/or Prosci certification
  • Proven ability to work in global matrix environment
