HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. ________________________________________

Your Team:

The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of six divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD).
Your Impact:

Under the direct supervision, the selected candidate will be responsible for assisting with various administrative activities related to the necessary repairs for the improvement of poor housing conditions through the Emergency Repair Program.

Your Role:

Your role will be a Clerical Support/Community Associate in the Emergency Operations Division. You will be responsible for but not limited to the following.

Your Responsibilities:

Under supervision, performs moderately difficult and responsible clerical work.
- Under supervision, solicit bids for construction work related to building maintenance.
- Under direction, prepare bid packages for final approval, printing reports and informs the winning vendor.
- Create and maintain procurement bid packages and other miscellaneous paperwork.
- Make and answer phone calls and take messages from vendors and site office related to work.
- Manage a portfolio of contract actions, multi-tasking to keep them all moving along.
- Primary focus will be on processing small purchase awards for registration, utilizing the FMS 5+10 procurement method, registering such awards utilizing requisitions (RQC1s) and contracts (CT1s).
- Serve as the point of contact for vendors being considered for contract award or renewal, or whose contract is being amended or modified.
- Serve as the point of contact for Agency personnel involved with contract actions, providing authoritative interpretation of complex problems, and technical assistance and training to subordinate staff in techniques of program implementation and management where necessary.
- Request, receive and evaluate information and documents required for the contract action. Address inconsistencies and errors directly and escalate their handling when necessary.
- Prepare letters and memoranda, forms, and submission packages.
- Utilize PASSPort and FMS information systems, as well as various web-based resources, to retrieve data and to enter contract actions for subsequent registration.
- Access and maintain unit files.
- Address various obstacles delaying the registration of actions and escalate their handling when necessary.

Qualifications

Qualification Requirements
1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent
