Organizational Context and Scope

The IOM Coordination Office for the North Pacific oversees regional operations and strategic initiatives across the North Pacific Islands, focusing on disaster resilience, infrastructure development, and humanitarian assistance. IOM is set to receive funding for a multi-year disaster readiness project named Compact of Free Association READY (COFA READY), covering the Federated States of Micronesia (FSM), Republic of Palau (ROP), and Republic of Marshall Islands (RMI). The project covers two components: Component 1:  Typhoon Sinlaku Reconstruction and  Component 2:  Disaster Readiness in ROP, FSM, and RMI. IOM is therefore seeking to recruit a dedicated Programme Coordinator (READY) to oversee the Component 2 (Disaster Readiness) activities across RMI, FSM and ROP. The Programme Coordinator will also serve as the Programme Manager for the programme activities in FSM. 

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Programmes (HoP), and in cooperation with relevant units within the mission and Regional Office (RO), the Programme Coordinator (READY) will be responsible and accountable for the overall strategic oversight, coordination and management of the COFA READY Component 2 in RMI, FSM and ROP, including programme planning, implementation oversight, monitoring, reporting, resource management, and extensive high-level stakeholder and donor liaison.

 
  1. Provide strategic leadership and oversight for the COFA READY Component 2 (Disaster Readiness) across FSM, RMI, and ROP, ensuring alignment with IOM standards, donor requirements, and regional priorities. Provide strategic engagement with the Department of Environment, Climate Change and Emergency Management (DECEM), National Emergency Management Office (NEMO), and National Disaster Management Office (NDMO) government partners across the 3 countries in close coordination with the Programme Managers in RMI and ROP.

  2. Serve as the Programme Coordinator for Component 2 across the RMI, FSM, and ROP, while also serving as the Programme Manager for FSM.

  3. Lead the refinement and oversee the implementation of RMI, ROP, and FSM yearly workplans, including Standard Operating Procedures (SOPs), assessment tools, and programme activities where necessary. 

  4. Lead engagement and representation with the donor (Department of State (DOS)), government counterparts, and key stakeholders to strengthen partnerships and advance Component 2 objectives.

  5. Serve as primary focal point with FSM’s government partner, DECEM, by coordinating, planning, and overseeing implementation, as well as holding regular meetings to ensure  Component 2 activities in FSM are delivered in accordance with the donor requirements. 

  6. Ensure effective accountability and risk management through strong oversight, internal controls, and compliance with donor agreements and IOM policies.

  7. Oversee programme staffing and human resource management, including workforce planning, recruitment, performance management, and staff development, in coordination with the CoM, HoP, and Resource Management Officer (RMO).

  8. Provide oversight of programme quality assurance and Monitoring, Evaluation, Accountability, and Learning (MEAL) systems, guiding performance monitoring, results-based management, results measurement, and evidence-based decision-making in coordination with the Monitoring and Evaluation (M&E) Officer.
