This is professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.). Professional nursing and administrative work in planning and directing all nursing activities in a residential facility for the mentally ill. Incumbent supervises the nursing service which includes all shifts, and uses nursing judgment in formulating or assisting in formulation of policy and procedure for service delivery, program design, and administration of the nursing service component of unit budget.

Serves as manager and role model for staff and demonstrates good leadership skills. Meets and counsels with employees to ensure the continuity and quality of safe, therapeutic nursing care on all three shifts. Acts in a self-directed manner to assure continuity both up and down the chain of command as well as between ancillary services (X-ray, Dental, etc.) within the Facility. Manages staff to ensure that objectives, policies, and procedures are understood and adhered to by nursing personnel. Monitors and evaluates employee work performance according to unit and facility procedures. Assures staff training needs are identified and provided for, using appropriate resources and within set or negotiated time frames.

Responsible for ensuring cost-effective, 24-hour nursing/restorative care is provided by timely management of hiring, staff assignments, maintaining minimum staffing level, developing a knowledge of job requirements, and an awareness of limitations/ abilities of each employee. Maintains active, up-to-date communication with off-shift personnel to assure knowledge and active participation in off-shift programming, problems, and resident needs. Investigates and prepares reports related to resident incidents within time frames and according to accepted format.

Responsible for overall assessment, development, initiation, maintenance, review, and revision of nursing care delivery systems for each programmatic area in a manner which is supported by current philosophy of treatment programs/interventions for population. Writes, reviews, revises nursing policy, procedures, and treatment modules which support nursing care/delivery/ programs. Develops nursing service goals, objectives, and standards of nursing practice. Assure timely, cooperative coordination of nursing services with other resident services. Identifies budget needs to support service delivery, both on a long-term and short-term basis. Prepares reports as necessary. Manages nursing program to support normalization, residents' rights, and least restrictive goals.

Adheres to regulatory guidelines and accepted nursing standards/practice to ensure nursing compliance including, but not limited to: safety, infection control, nursing practice, CMS, AHCA, and HCQA. Participates in reviews performed by internal and external review bodies, and cost-effectively utilizes all available quality assurance data in nursing management.

Presents as a professional nurse manager on committees and work groups by taking an active role representing Nursing Service on Unit Management Team and facility-wide activities. Is self-directed in using good judgment and problem-solving skills to provide adequate input, formulate decisions, and complete role/task/reports in a timely, cooperative manner following accepted protocol.

Assures fair and consistent application of Human Resources rules/regulations/protocols throughout all supervisory levels in the nursing department in a timely manner. Serves as chairperson to interview and hire direct line employees. Serves as an interview committee participant for licensed nurses and other vacancies as requested. Ensures new employees are oriented according to facility and
