Position Overview

The Illinois Department of Natural Resources is looking to hire an Executive 2 for the Office of Reality and Capital Planning Division/Heavy Equipment. This position will serve as the Heavy Equipment Manager and will implement policies and procedures for operations and monitor expenditures to ensure fiscal integrity. The ideal candidate will be able to utilize their supervisory experience, problem solving skills, independent research ability and public speaking skills. The Office of Realty & Capital Planning provides Agency-wide support services related to capital improvement projects of a variety of scales, along with support services related to land acquisitions, concession and farm leases, and natural and cultural resource protection. Essential Functions

  • Organizes plans executes controls and evaluates the operations of the Heavy Equipment Section.
  • Serves as working supervisor. 
  • Submits annual budget proposal for the section to the Division manager.
  • Meets with constituency organizations Department Administrators and staff to acquire input on potential projects for the crew.
  • Requests purchasing of additional equipment as well as additional funding through the Office of Fiscal Management. 
  • Informs Office staff of the locations and types of projects staff is working on.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four years of college preferably with courses in business or public administration
  • Requires two years of responsible administrative experience in a public or business organization

Specialized Skills

  • Requires knowledge of heavy equipment operations and maintenance
  • Requires basic knowledge on the capabilities of a variety of heavy equipment and under what circumstances they can be best utilized
  • Requires knowledge of grading and moving large volumes of soil
  • Requires knowledge and experience in dredging
  • Requires working knowledge of surveying and GPS guidance systems

Preferred Qualifications

  • Prefers knowledge of heavy equipment operation and maintenance and the capabilities of a variety of heavy equipment and what circumstances they can be best utilized.
  • Prefers knowledge and experience of grading, moving large volumes of soil and dredging.
  • Prefers working knowledge of surveying and GPS guidance systems.
