Bucks County Community College seeks a seasoned results driven Executive Director, Human Resources to assist in leading and managing the Human Resources department and supporting the strategic vision of the department and college. The Executive Director will have a strong background in all generalized areas of Human Resources management including but not limited to; Title IX, Title VII and all other employment law compliance, employee and labor relations, benefits, compensation, workforce development, recruiting and retention. The selected candidate will display dedication and commitment to support the mission of the college through strong interpersonal and leadership talents.
Essential Functions
Collaborate with the CHRO in the support and management of the Human Resource Department activities and strategic initiatives.
Recommend and propose new HR approaches, policies, and procedures to effect continual and purposeful service improvements and efficiency.
Function as Title IX Co-Coordinator to ensure compliance with the regulations, ensure appropriate training across the college and assist in claims management.
Manage Reimbursable Unemployment Compensation processes and account including responding to fact finding requests, filing benefit appeals protecting college assets, preparing, attending, and testifying at hearings, and maintaining accurate records.
Manage compliance with EEO and Title VII regulations. Including participation in investigation of EEO /Title VII complaints, reporting, and policy management
Responsible for management and compliance of all employee health related polices including FMLA, STD, LTD, and ADA
Assist in development, implementation, and updating of HR policies and procedures ensuring compliance with relevant laws and regulations; ensure policies are consistent across the college, stay informed about changes in HR laws and regulations.
Stay current on HR best practices, and trends in the higher education sector. Make recommendations to update and enhance current policies and practices.
Participate in the decision-making relating to benefit plan designs, vendor selection, best practices, etc.
Define and analyze HR metrics to inform data-driven decision-making and resource planning. Collaborate closely with the Director of Human Resources to identify opportunities to integrate HRIS with other systems. Utilize HRIS to ensure accessible, accurate and timely reporting and analytics to leverage decision-making, identify trends, ensure compliance, and evaluate operational efficiencies.
Participate in labor relations activities including preparation for grievances, contract negotiations, and promotion of positive labor relations across the campuses.
Minimum Requirements
Bachelor’s degree in related field required, Master’s degree in Human Resources, Business Administration, or a related field preferred.
10 or more years of progressively responsible HR Generalist leadership experience in human resources with at least 7 years in a human resources leadership role.
Previous experience in a Title IX position. Thorough understanding of Title IX regulations, applicable laws, and relevant guidance strongly preferred. Minimally experienced in Title VII education and complaints management
Expertise in using HRIS technology with prior experience in system implementation desired
A thorough understanding of HR laws and regulations is necessary with first-hand experience dealing with governmental institutions such as EEOC, DOL, DOE
