Job Role Summary

Facilitates the Environmental Health code enforcement process by serving summons/writ of subpoena notifying necessary persons to appear in court. Assists Marion County Public Health Department employees with the execution of various court orders and provides security for potentially dangerous inspections and activities. 

Essential Duties

• Serves summons/writ of subpoena issued by Environmental Court on all Bureau of Environmental Health court cases; notifies defendants and witnesses via legal writ to appear in Environmental Court. 
• Serves court orders and Notices of Violation to the violator(s) and/or property upon request from and on behalf of the district Housing Environmental Health Specialist when there is an increased likelihood of a hostile situation or personal safety risk. 
• Makes necessary notations on status of service attempts and documents procedures. 
• Investigates the whereabouts of defendants, witnesses, residents, and/or property owners. 
• Executes court-ordered inspections, cleans, tows, and vacates as issued by the court; accompanies Environmental Health Specialists on these court-ordered activities upon request.
• May be required to provide expert testimony or appear as a witness in Environmental Court.  
• Responds to IMPD/MCSO dispatch when necessary. 
• Maintains law enforcement status and completes all associated training requirements. 
• Adheres to all Marion County Sheriff’s Department and Health and Hospital Corporation policies, protocol, guidelines, regulations, and requirements of law enforcement especially with regards to inspections, searches, transporting and arrest powers.  
• Proficient in the use of the special instruments and equipment police package in City Vehicles.
• Works with direct supervisor and Housing Department Administrator to discuss new law enforcement technology and equipment to determine feasibility for budgeting and acquiring.

• Occasional contact with neighborhood leaders and media representatives.
• Daily interdepartmental contact to exchange information with Team Leader, other supervisors and/or EHS or support staff.
• Ability to respond appropriately to severe verbal abuse and possible physical assaults.
• Ability to respond to and work in unsanitary conditions and extremely hazardous situations.
• Performs pepper spray training for Housing and Neighborhood Health field staff and other Marion County Public Health Department employees upon request.  
• Maintains certification at the appropriate National Incident Management System (NIMS) and Incident Command System (ICS) level. 
• Participates in public health emergency preparedness exercises and in the response to public health emergencies, as directed. 
• Participates in a minimum of two H.O.P.E. events totaling a minimum of eight (8) hours annually.
• Assists with other emergency or event security and crowd control detail for the Marion County Public Health Department and Health and Hospital Corporation as needed. 
• Performs other duties as assigned. 

Qualifications

• Completion of high school education or GED.
• 2-5 years of experience in area of law enforcement; 2 years in conducting investigations, collecting evidence, and providing court testimony.
• Individual must not have a felony record.
• Obtain/maintain Special Deputy or Sheriff Status.
• Proficient in IDACS training and Justis System.
• Must have access to personal transportation.
• Marion County Special Deputy identification status or other approved law enforcement status.
