SUMMARY

This position is responsible for a wide range of technical tasks that support all activities within the Right-of-Way (R/W) Section. The responsibilities include providing both technical and administrative support for the Section's project management activities. Key responsibilities include, but are not limited to assisting with the review of construction plans and management of the City’s R/W Lease program, overseeing the departmental fence and wall program, reviewing traffic control plans for various projects within the R/W, providing ArcGIS support for the Section, serving as the primary contact for Cityworks, an asset management and tracking database used by CDOT, and supporting Oversized Load and House Move permits. Additionally, the position will assist the R/W Section Management team with initiatives aimed at improving internal processes and policies affecting the Section. The position requires strong communication, organizational, and customer service skills.

Major Duties and Responsibilities:

• Provide technical support for the Cityworks database used for Utility and Right-of-Way (R/W) Use permits, encroachment agreements, and abandonment requests, while continuously identifying opportunities for process optimization.
• Review and coordinate the City’s review of construction and traffic control plans to ensure compliance with policies and specifications.
• Develop and maintain GIS maps for various R/W activities.
• Assist in the administration of the R/W Lease program, including coordinating, reviewing, and managing R/W leases for private developments.
• Periodically prepare custom reports related to R/W activities.
• Review and coordinate all Fence/Wall Certificate applications within city limits, maintaining an accurate record system.
• Schedule and coordinate R/W activities with contractors as needed, including issuing notifications for Special Events.
• Coordinate investigations and responses to inquiries and complaints from the public, the City Manager’s office, the City Council, CDOT leadership, and other departments.
• Assist in reviewing Oversize/House Move permit requests for city-maintained streets, including confirming proposed routes to ensure adequate clearance and that bridges can support the loads while coordinating with potential Special Event conflicts.
• Handle numerous calls from engineers, contractors, developers, stakeholders, and citizens.
• Perform additional duties as assigned.

Knowledge, Skills & Abilities:

• Knowledge of the principles and practices of civil/transportation engineering design.
• Knowledge of the principles and practices of traffic engineering.
• Ability to read and evaluate civil, transportation, and traffic engineering plans.
• Knowledge and proficiency in the use of the Manual on Uniform Traffic Control Devices (MUTCD).
• Knowledge of city ordinances, state and federal regulations, and standards pertaining to large-scale development projects, utility installations, and work zone traffic control.
• Excellent organizational skills with the ability to manage multiple projects simultaneously.
• Strong interpersonal skills, with the ability to interact courteously and effectively with the public.
• Skilled in applying conflict resolution techniques and developing positive solutions.
• Ability to communicate effectively with a diverse workforce, both verbally and in writing.
• Proficiency in Microsoft Word, Excel, and Access.

Minimum Qualifications:

• Graduation from an accredited four-year college or university with major course work or a degree in civil engineering at the bachelor or graduate level with an emphasis on transportation engineering or any equivalent combination of experience and training

Preferred Qualifications:

• Two years of experience in the transportation engineering field
• Engineering-Intern (EI) certification is preferred
• Experience with ArcGIS, Cityworks or associated software

Bachelor's Level Degree - Engineering and One Year Experience
