Charlotte Water is an enterprise department of the City of Charlotte and one of the largest public water and sewer service providers in the southeast with over 330,000 customer accounts and over 1100 employees. Our service area includes the City of Charlotte, Mecklenburg County and the towns of Huntersville, Cornelius, Davidson, Mint Hill, Matthews and Pineville. Charlotte Water’s FY 26 budget is $651 million and a five-year capital program of $2.2.28 billion. The salary for this postiion is: $119,470.50 - $132,744.99, Commensurate with Experience

JOB SUMMARY:

This position directs, manages, and oversees a division of related but diverse work units comprised of at least one engineering or project/construction management section or program, with emphasis on administrative management, program development and implementation, and strategic planning for the division. Work involves designing, upgrading, and maintaining power distribution equipment, control systems, and instrumentation at facilities; serves as a primary contact for engineering needs; creates standards and ensures that resources are allocated; prioritizes projects; addresses hazards and creates appropriate work rules to ensure employees’ safety; supervises assigned staff; and complies with related regulations. This position assists operations in developing proper energy management systems to collect and analyze energy usage; serves as the primary contact for utility providers and local agencies; and establishes standards, goals, timelines, and expectations for future upgrades.

ESSENTIAL JOB FUNCTIONS:

  • Serves as a member of the executive management team for the assigned key business unit.
  • Leads development of strategic plans, goals, and objectives; develops benchmarks and performance measures for assigned operations and capital improvement programs; monitors and evaluates programs, projects, and services; identifies and initiates corrective action.
  • Facilities development of a list of infrastructure improvement projects; analyzes and prioritizes programs and projects to maximize impact and return on investments.
  • Develops project designs; reviews drawings and specifications; meets with consultants; manages projects; procures equipment; and coordinates resources.
  • Develops contracts and provides administration for contract services and commodities.
  • Develops engineering standards and processes.
  • Supervises and coordinates work activities of assigned engineers and technical staff; assigns work, monitors status of work, and inspects completed work; participates and provides input in staffing decisions relative to hiring, firing, discipline, and promotional opportunities; evaluates performance; mentors staff; and aids with career development.
  • Directs the preparation and/or allocation of financial resources across assigned programs; develops annual operating and/or capital expenditure budgets.
