Job Description

Basic Purpose

Serves as the Oklahoma Military Department’s National Environmental Policy Act (NEPA) Program Manager responsible for ensuring agency compliance with the National Environmental Policy Act and associated laws, rules, and regulations.

Typical Functions

• Manage the NEPA Program. Assist proponents in the completion of ARNG Environmental Checklists and Records of Environmental Consideration (REC) for construction/maintenance projects and/or training events. Manage all phases of Environmental Assessment (EA) / Environmental Impact Statement (EIS) preparation in accordance with regulatory guidance. Maintain the NEPA Tracker database. Coordinate with Cultural Resource Manager regarding Section 106 of the National Historic Preservation Act (NHPA) and Tribal Consultation requirements in support of NEPA review requirements. Coordinate with Natural Resource Manager to meet requirements of Section 7 of the Endangered Species Act to analyze the potential for impacts to Threatened or Endangered Species in the project area. Conduct follow up assessments of activities (e.g., construction/remodeling projects) to assess conformance with proposed action as outlined on NEPA documents. Provide NEPA Awareness training on an annual basis to select agency personnel.

• Cross-train and assist in the management of the Natural Resource Management Program as the Alternate Natural Resources Manager in accordance with AR 200-1 and applicable federal requirements (e.g., Endangered Species Act) for OKARNG facilities exclusive of Camp Gruber Training Center. Support Environmental Program Manager for update and review of INRMP, Integrated Wildland Fire Management Plan (IWFMP), Endangered Species Act Section 7 consultation, and the Programmatic Biological Opinion. Assist the Natural Resources Manager in the management of Natural Resources related projects - coordinating with consultants, regulators and other staff to facilitate completion of projects. Work with the Natural Resources Manager when possible, on natural resource management projects to facilitate accomplishment of the projects and expand knowledge, skills and abilities in natural resources management.

• Cross-train and assist in the management of the Integrated Pest Management Program as the Oklahoma Military Department (OMD) Alternate Integrated Pest Management Coordinator in compliance with applicable federal, state and local requirements. Ensure the Integrated Pest Management Plan (IPMP) is reviewed annually. Ensure preparation and submission of an annual Pesticide Use Form (PUF) for OMD facilities. Ensure and validate pesticides for the State Pesticide Use List (SPUL) and ARNG Pesticide Use List (APUL).  Conduct inspections of pest management records and pesticide applicator certifications and operations annually.

• Perform the duties of Environmental Coordinator (EC) for an assigned portion of the state and is the point of contact for all environmental issues at assigned facilities.  Assists/supports assigned facility managers and Environmental Officers (EOs) with the identification, evaluation, and resolution of environmental issues on a continuing basis IAW the Environmental Coordinator SOP and provide continuous relevant and up to date environmental training to agency personnel.
