The SCA’s Labor Law Compliance Division seeks to ensure that construction firms comply with legal requirements to report and pay their workers the appropriate Prevailing Wages and supplemental benefits.  Our efforts include regular training of SCA staff and SCA approved construction firms, reasonableness audit reviews of electronically submitted payrolls, site inspections, and a hotline telephone number for inquiries and complaints.  Our efforts have resulted in numerous criminal prosecutions of contractors who failed to pay their workers wages to which they were entitled.  In addition, we seek to save the SCA significant labor costs for its construction program by negotiating and enforcing the terms of the SCA’s Project Labor Agreement (PLA).  It is estimated that the SCA has saved several hundred million dollars since it first negotiated a PLA in 2006.

Job Description Summary

The Labor Law Compliance Administrative Associate supports the SCA Labor Law Compliance (LLC) Unit by performing a range of administrative, compliance, and coordination tasks. This role plays a key part in supporting labor compliance oversight functions, including the review and tracking of certified payroll submissions, assisting contractors with compliance systems, and ensuring effective internal operations through scheduling, recordkeeping, and data management.

Responsibilities include:

Generic Responsibilities:

  • Handle routine duties of relevance to their supervisors.
  • Filing various forms of written correspondence.
  • Completing various forms and paperwork.
  • Maintaining and updating their supervisor's schedules.
  • Answering telephones and greeting visitors to their department.
  • Sorting and opening mail.
  • May occasionally train and/or assist temporary clerical personnel or interns.
  • Performs related duties, as assigned.

Core Responsibilities:

Labor Compliance Support

  • Review and audit Certified Payroll Records (CPRs) and Daily Signature Logs (DSLs) for accuracy and regulatory compliance.
  • Utilize the Labor Compliance Management System (LCMS) to monitor contractor compliance.
  • Respond to inquiries received through the LLC Hotline regarding LCMS, CPRs, and DSLs.

Data & Records Management

  • Update, maintain, track investigations and project-related data.
  • Prepare and manage internal logs, forms, and databases, ensuring data integrity.
  • Create and maintain LLC-specific databases to generate monthly and ad hoc reports.
  • Assign case numbers for investigations based on incoming complaints or correspondence from external stakeholders.

Administrative Operations

  • Perform general office tasks such as filing, copying, typing, and proofreading correspondence, memos, and reports.
  • Answer phone calls and respond to emails on behalf of the LLC Director.
  • Coordinate technology repairs and manage logistics for office operations.
  • Sort and distribute incoming mail and route to appropriate personnel.

Scheduling & Coordination

  • Schedule and coordinate internal and external meetings, conferences, and training sessions using the SCA calendar system.
  • Maintain calendar for the LLC Director; track and schedule staff case reviews.
  • Manage the use of SCA-assigned vehicles, ensuring accurate input into the vehicle tracking system.
  • Maintain and update the vacation and leave schedule for all LLC Unit staff.

Team Collaboration & Support

  • Train, supervise, and assist interns, work-study participants, and new staff as needed.
  • Assist the LLC Director with special projects and assigned activities.
  • Promote a collaborative, productive, and professional work environment.
  • Act as a role model for professionalism within the LLC Unit.

Minimum Qualifications:

  • High school diploma or its educational equivalent
  • Four years of full time administrative or secretarial experience; two years MUST have been in either a supervisory capacity or performing highly complex clerical or administrative duties or education beyond a high school diploma a GED may be substituted for year for year basis for the four years of basic full time administrative or secretarial experience but NOT for the two years of specialized experience in either a supervisory capacity of performing highly complex clerical or administrative duties.
