About the role

Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Communicates with other program personnel, government overseers, and senior executives. Responsibility for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288.
The TKO program is seeking a Systems Engineer with strong project management skills to provide the engineering and project management for end-to-end data flows in support of the Data Normalization & Automation (DNA) TTO. The successful candidate will be able to demonstrate strong interpersonal and communication skills and be able to elicit and refine requirements, schedule work breakdown to deliverables, document artifacts, and provide roadmaps and schedules for implementing end-to-end data flows, including transformation into a standard data model. The individual will form good customer relationships and reach out to external customers for requirements and understanding of the data and the data needs of the users. They will have a good understanding of the customer data flow architecture. They will work as a key contributor in a SAFe agile development environment.
Experience with CNO data is nice to have.

  • Design or implement complex database or data repository interfaces/queries
  • Oversee one or more software development teams and ensure the work is completed in accordance with the constraints of the software development process being used on any particular project
  • Design or implement complex algorithms requiring adherence to strict timing, system resource, or interface constraints; Perform quality control on team products
  • Confer with system engineers and hardware engineers to derive software requirements and to obtain information on project limitations and capabilities, performance requirements and interfaces
  • Coordinate software system installation and monitor equipment functioning to ensure operational specifications are met
  • Implement recommendations for improving documentation and software development process standards

Required Qualifications

  • TS/SCI with Agency Appropriate Polygraph
  • Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management;
  • Agreement Process Area - Acquisition and Supply.
  • A Bachelor’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus six (6) years of systems engineering experience
  • OR
  • A High School Diploma or GED plus ten (10) years of general system engineering experience (any Process Area)
  • OR
  • A Master’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus four (4) years of systems engineering experience
  • OR
  • A PhD in a Qualified Engineering Field or a related discipline from an accredited college or university plus four (4) years of systems engineering experience

Required Skills

  • Good working skills with Atlassian products such as Confluence and Jira
  • Good understanding of data flow processes
  • Understands system-to-system connections for data flow processes
