ESSENTIAL FUNCTIONS
- Develops and implements a comprehensive training protocol, policies and materials for new subordinate and experienced Agency staff.
- With the assistance of the Child Support Specialist-Lead, trains new employees.
- Coordinates and ensures that Agency staff are cross-trained
- Under the direction of the Child Support Director, establishes staff goals. Coach and mentor staff to meet goals.
- Creates, promotes and maintains a positive work environment throughout the Agency. .
- Continuously evaluates Agency service delivery and makes process improvement recommendations to the Child Support Director as needed.
- Provides recommendations and feedback to the Child Support Director on Agency staff performance for purposes of annual performance evaluations and periodically throughout the year.
- Ensures all Agency staff are up to date on required training, internal policies and procedures and Department of Children and Families-Bureau of Child Support policies and bulletins.
- Organizes, leads, and guides assigned department staff to assist in the completion of scheduled work accurately and on time. Assists staff in solving complex, non-routine problems.
- Monitors the outcome of work performed by Child Support Specialists, Financial Specialist and Paternity/Establish Specialist. Ensures that work product is accurate and timely.
- Makes recommendations to the Child Support Director regarding child support caseloads to ensure adherence to pertinent regulations and timelines; recommends case processing improvements to achieve increased efficiencies and effectiveness.
- Manages/carries an assigned caseload. Reviews, researches, and assesses applications received or referrals for child support or medical support orders and enforcement.
- Drafts, composes, enters and processes legal documents such as Motions/Affidavits, Stipulations, Judgments/Orders, Order to Show Cause, Warrants and Income Withholding Orders as required to establish and enforce child support.
- Conducts investigative activities to locate absent parents.
- Explains agency role and procedures to clients. Refers clients to other resources, programs and agencies with appropriate.
- Documents contacts, correspondence and records all actions taken for each case in KIDS in accordance with the Bureau of Child Support.
- Reviews and interprets financial information to determine appropriate child support obligations pursuant to Wisconsin State statutes and child support guidelines. Determines the availability of medical insurance.
- Negotiates settlement agreements with parents and attorneys. Discusses stipulating to a medical support and/or child support order prior to scheduled court date, including other orders necessary to provide a full range of enforcement services.
- Prepares necessary legal documents for scheduled Court hearings. Reviews orders following hearing and prepares income withholding order.
- Prepares legal documents for interstate enforcement and establishment. Works with other states, facilitating enforcement and establishment.
- Attends court hearings, take notes, and testifies if summoned.
- Maintains the Most Wanted Program and updates and maintains department webpage in accordance with county social media guidelines.
- Manages the Foster Care caseload for establishment and enforcement.
- Monitors and enforces child support orders and payment records to ensure compliance of child support guidelines.
- Communicates with clients, attorneys, employers, and other related persons regarding case concerns via telephone calls or in office.
- Processes appropriate reviews of Court orders, confirming relevant items such as shared-time placement, split custody and serial family payers and bringing to resolution by Stipulation or Court hearings.
