Environmental Analyst V - Community System Operations Specialist

Overview

The State of Vermont's Drinking Water & Ground Water Protection Division is seeking an enthusiastic individual interested in public health protection and drinking water system operations to become our next Community System Operations Specialist in the Community Operations Section. This program provides regulatory and technical assistance for all the Public Community drinking water systems in Vermont.

 

Public drinking water systems serve between 60 and 70% of Vermonters. Their careful oversight from the State is required to help keep the systems functioning and protecting the health of the users. The Community System Operations Specialist will be part of collaborative and energetic team of four staff. This team works closely with the Community Operations Section Supervisor to provide regulatory oversight and technical assistance to ensure that community drinking water systems are consistently and reliably providing safe drinking water and protecting public health.

 

The primary responsibilities of the Community Systems Operations Specialist include:

• conducting routine sanitary survey inspections of drinking water systems
• conducting emergency inspections of drinking water systems in response to bacteriological or chemical contamination
• writing reports that document inspection findings and sanitary deficiencies
• writing and issuing operating permits to water systems
• tracking and evaluating compliance with state-approved directives and timelines
• providing technical assistance and outreach assisting

 

This position involves extensive communication and coordination with water system owners, operators, engineers, and members of the public over the phone and through email about all aspects of public water system operations. The ideal candidate will demonstrate excellent communication skills (oral and written), strong organizational skills, attention to technical detail, patience, and professionalism. This individual must be self-motivated, able to meet deadlines, capable of working outdoors in difficult environmental conditions, and a collaborative team player.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.

OR

Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

OR

Five (5) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
