Job Duties

The Virginia Department of Emergency Management is seeking a qualified Senior Procurement Officer to join our Procurement Team.

The Senior Procurement Officer performs agency-wide procurement duties in accordance with Surplus Property Manual guidelines, state laws, and agency policies and procedures. This role involves procuring a diverse range of goods and services on behalf of the agency and working with individuals at various levels.

Duties include but are not limited to:
- Procure a variety of goods and services for the agency in accordance with state laws, agency policies, and the Surplus Property Manual guidelines.
- Assist in researching, drafting, reviewing, and negotiating Vendor Contracts, Requests for Proposals (RFPs), and Invitations for Bid (IFBs).
- Ensure compliance with SWAM (Small, Women, and Minority-owned) procurement guidelines when requesting quotes and bids.
- Define requirements and evaluation criteria for complex or high-value goods and services.
- Support the Procurement Director in researching and preparing required procurement reports.
- Provide guidance to agency staff on contracted purchasing procedures, ensuring compliance with applicable laws and regulations, agency best practices, Virginia Public Procurement Act - VPPA, Agency Procurement and Surplus Property Manual - APSPM, Vendors Manual.
- Serve as a subject matter expert to assist agency staff in complying with procurement procedures and in using the eVA Procurement system and Small Purchase Charge Card.
- Provide excellent customer service by responding to inquiries and resolving complaints from vendors and agency staff.
- Maintain an efficient filing system for procurement transactions.
- Collaborate with federal agencies (FEMA), state agencies, and local governments to develop pre-disaster contracts supporting recovery efforts.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.

Minimum Qualifications

• Knowledge of the Virginia Public Procurement Act and Department of General Services policies.
• Significant knowledge of procurement policies, procedures and laws.
• Working knowledge of Vendor Contracts, Requests for Proposals (RFP), and Invitations for Bid (IFB).
• Certification as a Virginia Contracting Associate (VCA) is required.
• Skilled in procuring a wide variety of goods and services in accordance with established guidelines.
• Excellent interpersonal, verbal, and written communication skills effective in training end users and vendors with the eVA system, responding to inquiries and resolving complaints.
• Considerable skills in the use of computers to include: Microsoft Office, the eVA Procurement system and various other software.
• Ability to maintain a robust filing system and institute record retention.
• Ability to negotiate, establish, and administer contracts, and to develop, apply and interpret procurement policies and procedures.
• Demonstrated excellence in customer service in responding to inquiries and resolving complaints from vendors and agency staff.
• Must be able to multi-task and prioritize in a fast-paced professional environment with demonstrated ability to work independently or within a team setting.

Additional Considerations

• Working knowledge of state and federal procurement procedures.
• Certification as a Virginia Contracting Officer (VCO).
